Excerpt from A Study of Educational Conditions in Mexico and an Appeal for an Independent College These blind efforts have failed of their ends largely because the people have been without learning and without true leaders. There has never been a middle class in Mexico to supply leaders for the people in their struggles with the feudal lords. Organized public opinion is the only basis for democratic government, and this has never existed in Mexico. The only newspapers are controlled by the Government, by the land lords, or by the big corporations. There are no real political parties. The only politics are wholly personal, and the only political organizations are gangs formed to advance the interests of leaders Whose names they bear. There are no political campaigns to educate the voters, but only processions and rallies intended to impress them. There is, in fact, no free political discussion of any kind. Elections in Mexico, con sequently, are either farces or frauds. Organized public opinion and the free discussion of political affairs so necessary to free government can not exist where themasses of the people are ignorant. The only solution of the Mexican problem, therefore, will be the establishment of public schools which will educate the people to know their rights, and of colleges to train men to help them in their strug gles to win those rights. In the belief that the best thing the friends of Mexico can do at the present time is to prepare to assist her in educating her pe0p1e, a Committee was formed a year ago for the purpose of studying the educational conditions and needs of the country. The following paper was prepared under the direction of this Committee by George B. Winton (now of Vanderbilt Uni versity, but for thirty years a teacher in Mexico, ) with some assistance from Professor Andres Osuna, formerly superin tendent of schools of Coahuila and at present general director of primary, normal, and preparatory education in the Federal District of Mexico. Several of the notes were contributed by Professor Ezequiel A. Chavez, formerly President of the National University of Mexico and Assistant Secretary of the Department of Public Instruction. We are indebted to Professor I. J. Cox, of the University of Cincinnati, for revising the material thus collected and contributing additional matter. For those who can not read the whole paper at once, the chapter summaries and Afterword will, we hope, prove helpful in giving a general view of the educational conditions in Mexico and our recommendations for their improvement. Excerpt from book: The Revolutionaby Habit SO we come to the question of why these revolutions continue now that Mexico has a liberal and free spirited constitution, how they start, how maintained, their effect upon the people, and why results appear never to be conclusive. We must keep in mind that original blood mixture, the three hundred years of Spanish greed and domination before freedom came, and the division of the population as it stands to-day. In round numbers there are, or rather were in 1910, about fifteen millions of all classes. Of these it is estimated that sixty per cent., or about nine millions, are pure, direct descendants of their aboriginal forebears; thirty per cent. or about four and a half million represent the mixed class of Indian and Spanish ? the Mexican so-called; and ten per cent. or approximately one million and a half answer for the Spaniards of the pure blood and the foreigners, of whom Americans comprised the largest number, reckoned to be at that time fully fifty thousand or more. In every revolution, as in this one also, there were men inspired by sincere and patriotic motives, but as a rule their origin has been in motives less honourable. Most revolutions start by some disaffected local leader with political ambitions and a grievance, gathering his friends and employes under a plan promising solution of all national ills, and the unhampered pursuit of happiness for his supporters. Following the tradition established by Hidalgo he opens the jail and then sallies forth, confiscating whatever he is strong enough to take and destroying whatever property of the enemy he cannot use. If there is public treasure, he takes it, and if there are foreign companies in the neighbourhood, they as well as the merchants and the bankers yield a loan for as much...

BURIED in the wildernesses of Yucatan, ruined cities await in silence the coming of the traveller, ? cities that had their birth so far back in the twilight of time that not a tradition even remains to tell who built them. Within a radius of one hundred miles from Merida are such magnificent ruins as Maya- pan, Ake Chichen-Itza, Kabah, and Labna, and scores of others. But none is more interesting than UXMAL, which is also very accessible, being within forty miles of the capital, in a straight line, and sixty miles by road. At four o'clock in the morning after the last ball of the carnival, the Consul woke me. He had just returned from the scene of revelry and yet wore his official uniform; but in half an hour he had exchanged this for a plainer garb, had packed a small valise with articles for a trip, and was ready for an excursion to Uxmal. The morning was very cold, the stars were still shining brightly, while the Great Bear was crouched away west of the north star, hanging above it with his tail in the air. The volan came at five, the driver tied valises and gun-cases to the axle, and we crawled in and lay down on the mattress. Early as it was, there was some life astir, ? men wrapped in their sarape, and a cart with women from the country. We cleared the city limits before daybreak, passing through the gate of San Cristobal, meeting many teams, loaded with wood and hemp, with people perched on top under little shelter, all shivering with the cold. Travelling in Yucatan is attended with some difficulties, owing to the heat of day and the bad state of the roads. To avoid the heat, all long journeys are performed by night.
