De nos jours, la microfinance collecte l’épargne à plus grande échelle. Cette mobilisation de l’épargne augmente son champ de fonctionnement en s’adressant à une population vaste et variée. Elle peut être considérée comme un instrument de lutte contre la thésaurisation et un moyen de contrôle des circuits illégaux des billets de banque. Ces fonctions somme toute capitales méritent d’être réglementées. A cela s’ajoutent les fonctions de crédit et de transfert d’argent par leur caractère commercial, d’où l’intervention des différentes administrations : fiscale, judiciaire, commerce, police et gendarmerie. De 1983 à 2002, la microfinance a évolué dans un cadre réglementaire libre. Malgré les points négatifs que l’on peut énumérés, le secteur de la microfinance a enregistré beaucoup de succès ce qui a milité en faveur de la mise en place d’un cadre régissant les activités des structures de microfinance.

The International Transactions in Remittance: Guide for Compilers and Users (RCG) presents concepts, definitions, and classifications related to remittances. It is consistent with the new standards for measuring balance of payments transactions, as contained in the sixth edition of the Balance of Payments and International Investment Position Manual (BPM6). These standards are used globally to compile comprehensive and comparable data. The RCG identifies the main remittances compilation methods currently being used by compilers and discusses in detail the strengths and weaknesses of each method. It is the first manual providing compilation guidance for remittances and is also the first compilation guide based on concepts set out in BPM6.
