De 1983 à 2002, la microfinance a évolué dans un cadre réglementaire libre. Malgré les points négatifs que l’on peut énumérés, le secteur de la microfinance a enregistré beaucoup de succès ce qui a milité en faveur de la mise en place d’un cadre régissant les activités des structures de microfinance.
