Japan is an economic power of global significance; it is also the world's largest single national importer of oil. These two facts alone are sufficient to indicate the significance of Japan's relationship with the Middle East. But in fact, Japan's particularly strong interests in the Middle East extend well beyond oil, and include banking, investment, and an increasing concern with economic assistance. The studies in this book deal with the relevant period of the twentieth century and especially with the rapid transformation of Japan's relationship with the region since 1973. It provides access in English to the current economic and political analysis by Japanese specialists concerned with the Middle East, and it will assist anyone interested in Japan's relationship with the region. The dependence of Japan on Middle Eastern oil is examined together with the changing nature of Japan's energy consumption policies at home, and its involvement in joint ventures in the Middle East. Japan's role as a major provider of economic assistance is reviewed, and its future potential role in this area is emphasised.

The first cross-national survey of its kind, this pioneering volume examines the condition of Middle East studies in nine major countries across three continents. Designed as a state of the art assessment of the field, the book also explores the institutional bases of Middle East studies across cultural and ideological boundaries. The contributors identify a number of emerging trends in Middle East studies, particularly a new emphasis on relevance which has shifted research approaches away from the exotic peoples and places perspectives of the colonial and postcolonial world view to the problem-oriented perspectives that characterize current efforts to conduct policy relevant research. Scholars of Middle East studies will find this volume the definitive source for information about the current status of the discipline. The book is divided into three major sections covering North America, Europe, and Asia. The first two chapters address Middle Eastern studies in the United States and Canada. Part II contains chapters on the state of the art in British, French, German, Dutch, and Soviet Middle Eastern studies, while the concluding chapters survey the field as it is studied in Japan and China. Each chapter describes the organization, scope, and focus of Middle East studies in that country, assesses the state of the field there, and examines the factors that help to explain the condition of the field in that country. Throughout the volume, the contributors address both research and scholarship about the Middle East and curriculum and institutional resources available to pursue and disseminate knowledge about the region in different states.

This study examines how Japanese policy toward Middle East security issues is shaped by the need to both maintain Japan’s security alliance with the US and its oil relationship with states in the Middle East. Yukiko Miyagi introduces the historic roots of Japan’s policy, and then focuses on the major contemporary cases – the Iraq war, the Iranian nuclear crisis, and the Arab-Israeli conflict, to expose and explain how clashing interests and dilemmas were negotiated to arrive at policy outcomes. The author also sheds light on the utility of mainstream International Relations theories for understanding Japan’s behaviour. How do we understand the policy of a self-declared ‘anti-militarist’ state forced to operate in a realist world and for whom energy supplies are a matter of vital national security? This study shows how neither realism nor its rivals, such as constructivism, can wholly explain Japan’s behaviour and suggests a theoretical framework for doing so. Filling a major gap in our understanding of an increasingly important area of study Japan’s Middle East Security Policy is an essential read for those interested in Japan’s International Relations, Middle East politics, security studies and foreign policy.
