There is growing recognition that globalization places major pressures on the development of social security schemes. Internationalization of the economy has important consequences for labor markets: employment is becoming less secure and inequality and social exclusion more pronounced in many countries. At the same time, there are some fundamental socio-demographic changes: new family structures, an aging population, and migration. Increased uncertainty and exclusion intensify the need for social security. Both the public and private sectors are redefining their roles, reshuffling responsibilities between states, markets, families, and individuals. Social Security in the Global Village investigates the new challenges for social security in an increasingly globalized world and analyzes strategies of adjustment. A group of internationally renowned experts in this field assess the variety of effects that globalization has had on national social security schemes. A common theme of a first set of chapters is the relationship between common pressures of globalization and the role of national institutional frameworks in shaping the impact of these pressures on social security. Countries are dealing in different ways with these challenges and follow diverse pathways of adjustment that quite often contradict widespread assumptions about the effects of globalization. Access to social protection differs widely among international migrants. This article focuses on the issue of earnings-related contributions to social security programmes and their (frequent) lack of portability across borders -- a problem that particularly affects South-South migrants. Furthermore, attention is drawn to the fact that in many low-income countries a lack of administrative capacity in the operation of social security programmes is often, in the first instance, a greater problem than the lack of portability of any potential earned rights to cash benefits provided under them. Commonly, the inability of migrants to benefit, both from social security programmes that are in place in the country of origin and in the host country detracts significantly from the well-being and security of migrants and their families. The article concludes that South-South migration must be understood as being significantly different from North-North migration, where social protection issues are much more tractable.

Worldwide labor migration has transformed and reshaped various fields of government policy and professional practices. Labor migration is associated with the non-economic social phenomena that scholars have increasingly paid attention to in both sending and receiving destinations. For practitioners in the field of education, medicine, nursing, social work, mental health, public health, and other professional practices, the human face of labor migration migrant workers and their families daily challenges often reveals the human cost of migration behind the image of economic gain and benefits. Migrant workers and their families are facing vexing challenges ranging from basic needs to psychosocial well-being, despite who they are and where they come from. Traditional ways of thinking and knowing cannot address these challenges adequately; rather, established divisions of professions, systems, disciplines, and/or areas of practice might just be the factor that constrains the ability to clearly articulate compelling problems and adds an additional layer of complexity to problem solving. This book focuses on country policies and practices, and draws on theoretical ideas that provide the intellectual basis. In addition, it offers vivid examples of how migrant workers manage to work, pursue economic security, strive and adjust in new communities, define and negotiate self and identity, and seek health and well-being. While the book illuminates shared challenges and experiences for each group of migrant workers (i.e. low-skilled workers, internal migrants and other types of migrating laborers), it also synthesises the intersectionality across all migrant workers, as they remain committed to bettering the lives of their families and communities in their origin countries as well as new host countries and communities.
