Les migrations internationales constituent aujourd’hui, dans toutes les régions du globe, un enjeu majeur du politique. Elles font l’objet d’accords internationaux, engendrent des litiges diplomatiques et, surtout, défient en permanence l’ordre du « national ». L’immigrant se heurte à des frontières, spatiales et administratives ; l’émigrant renégocie en permanence ses relations à son pays d’origine. Aussi les migrations obligent-elles sans cesse à repenser les frontières, les manières de conceptualiser un territoire et, plus largement, la souveraineté politique d’un État-nation. Dans un Moyen-Orient arabe en pleine crise sociale, économique et politique, l’intensification des mouvements d’immigration et d’émigration, mais aussi celle des migrations de transit, est porteuse, en ce tournant de siècle, d’enjeux politiques spécifiques. L’implication accrue des diasporas dans les pays de départ, l’exploitation persistante des migrants dits « de travail », la présence des réfugiés de Palestine et, depuis peu, d’Irak ou du Soudan, les débats populaires que suscitent ces sujets, y posent de façon renouvelée la question du politique, des définitions de la nation à l’inscription régionale et internationale des États. Dans ce contexte émergent de nouveaux modes d’instrumentalisation, par les acteurs du politique, des mouvements migratoires intra-régionaux et internationaux, dont ce livre explore des exemples significatifs : « mobilité du travail et du capital » comme stratégie de politique intérieure et étrangère en Jordanie, rôle des États dans les migrations de travail (travail domestique en Jordanie et dans les pays du Golfe ; main-d’œuvre syrienne au Liban), gestion des réfugiés palestiniens dans les pays arabes, défi posé par les membres de cette diaspora à la rigidité des concepts de frontière et de citoyenneté portés par les acteurs du processus de paix, sort des réfugiés non palestiniens au Liban, caractère éminemment politique des débats sur la nationalité dans ce pays, rôle de l’Église maronite, acteur désormais transnational, sur la scène politique libanaise... Cet ouvrage regroupe vingt-trois contributions de spécialistes du Moyen-Orient qui, autour de quelques thémes stratégiques, proposent des synthéses et ouvrent des pistes de réflexion sur les problémes sociopolitiques de la région. La premiére partie aborde la question des flux migratoires et des déplacements forcés. Plusieurs études de cas dans la région (les Afghans au Pakistan, les camps palestiniens á Amman, les Gulf returnees au Yémen et en Jordanie, les filiéres des Somalis dans le Golfe), mais aussi en Europe (les associations turques en Suisse et les élites maghrébines en France), permettent d'analyser les dynamiques internes aux groupes des migrants et des réfugiés, leurs relations avec les acteurs nationaux et internationaux et le rôle des médiateurs sociaux. Le théme transversal aux études de la deuxiéme partie est celui des transitions démocratiques. Impulsés localement ou de l'extérieur, trois facteurs semblent á l'origine des demandes de démocratisation: les processus de libéralisation économique, la politisation du religieux ou «l'islamisation» du politique et les effets de la guerre du Golfe. Aprés des analyses historiques pour le Maghreb et le Machreq, des études détaillées présentent les cas de l'Afghanistan, de l'Égypte, de l'Irak, de l'Iran, de la Jordanie, du Koweit et de la Syrie. La troisiéme partie identifie un certain nombre d'enjeux internationaux. Qu'il s'agisse des problémes de fond relatifs aux débats sur les questions du droit humanitaire et du droit d'ingérence ou des «nouvelles règles» de coopération au développement que recherchent certains États européens, ces phénoménes dépassent par les enjeux qu'ils constituent, le cadre moyen-oriental. Enfin, sur le plan géopolitique, la fin de la guerre froide impose de considérer la réémergence du Caucase et de l'Asie centrale, avec les recompositions régionales et les nouvelles interrogations que cela souléve, ainsi que les stratégies des pays «promoteurs» du fondamentalisme islamique et les effets sur les pays musulmans.

Over the 20th century, Morocco has become one of the world’s major emigration countries. But since 2000, growing immigration and settlement of migrants from sub-Saharan Africa, the Middle East, and Europe confronts Morocco with an entirely new set of social, cultural, political and legal issues. This book explores how continued emigration and increasing immigration is transforming contemporary Moroccan society, with a particular emphasis on the way the Moroccan state is dealing with shifting migratory realities. The authors of this collective volume embark on a dialogue between theory and empirical research, showcasing how contemporary migration theories help understanding recent trends in Moroccan migration, and, vice-versa, how the specific Moroccan case enriches migration theory. The upheavals of the Arab Spring grabbed the world’s immediate attention, and concern quickly grew over their potential aftermath, with the fear that a ‘tidal wave’ of immigrants and refugees would ‘flood’ European territory.
