Immigration has become highly significant to the UK economy: immigrants comprise 12 per cent of the total workforce. The Committee found no evidence for the argument, made by the Government, business and others, that net immigration generates significant economic benefits for the existing UK population. The Committee criticises use of GDP as a criterion for assessing the economic impacts of immigration on the UK. The total size of an economy is not an index of prosperity. The focus of analysis should be on the effects of immigration on income per head of the resident population, and theory and the available empirical evidence indicate that these effects are small. The economic impacts of immigration depend critically on the skills of immigrants. The Committee does not support the general claims that net immigration is indispensable to fill labour and skills shortages, and also questions the Government's claim that immigration has generated fiscal benefits. Rising population density has potentially important economic consequences for the resident population, including impacts on housing, as well as wider welfare effects, especially where immigrants are most concentrated. Immigration does exert a significant impact on the housing market in particular areas. Data on immigration and immigrants in the UK, and those leaving the country, are inadequate. The Committee recommends the Government should: improve radically the immigration statistics; review immigration polices and explain the reasons and objectives; better enforce the minimum wage; clarify the objectives and implications of the new points-based immigration system; monitor immigration by publishing regular reports on the numbers and characteristics of immigrants; further consider which channels of immigration should lead to settlement and citizenship; review the implications of its projection of net immigration of 190,000 a year.

This volume uses recent research from the World Bank to document and analyze the bidirectional relationship between poverty and migration in developing countries. The case studies chapters compiled in this book (from Tanzania, Nepal, Albania and Nicaragua), as well as the last, policy-oriented chapter illustrate the diversity of migration experience and tackle the complicated nexus between migration and poverty reduction. Two main messages emerge: Although evidence indicates that migration reduces poverty, it also shows that migration opportunities of the poor differ from that of the rest. In general, the evidence suggests that the poor either migrate less or migrate to low return destinations. As a consequence, many developing countries are not maximizing the poverty-reducing potential of migration. The main reason behind this outcome is difficulties in access to remunerative migration opportunities and the high costs associated with migrating. It is shown, for example, that reducing migration costs makes migration more pro-poor. The volume shows that developing countries governments are not without means to improve this situation. Several of the country examples offer a few policy recommendations towards this end.

Building on global interest in migration development, the volume draws attention to one of the most important migration systems in sub-Saharan Africa. It reviews South Africa’s approach to international migration in the post-apartheid period from a regional development perspective, highlighting key policy issues, debates, and consequences. The authors find at least three areas where migration is resulting in important development impacts. First, by offering options to those affected by conflict and crises in a region that has limited formal disaster management and social protection systems. Second, by mitigating shortcomings and distortions in regional labour markets. Third, by providing support to struggling rural economies and ever expanding urban areas in terms of livelihoods and social capital transfers. Chapter One consists of a study of the country’s historical experience of migration and, in particular, analyses the changes in official attitudes throughout the twentieth century, indicating the roots of contemporary ideas and policy dilemmas. Chapters Two, Three, Four and Five complement this analysis of the South African State’s capacity to reform and manage the South African migration situation by looking at often neglected dimensions: the first explores the question of skilled labour, a crucial question given the unbalanced structure of the South African labour market; the second examines the impact of migration on local government in South African cities and specifically implications for urban planning, service delivery, health, security, and political accountability; the third analyses the nature of undocumented migration to South Africa and the challenges it raises to both State and non-State actors; The book concludes with an examination of health as a critical issue when examining the relationship between migration and development in South Africa, in light of recent empirical data.
