Over the last three decades, Europe's generous social benefits have encouraged a massive surge of 'welfare migration,' especially of low skilled laborers. At the same time, the US has attracted many highly skilled migrants, which in turn promotes internal innovation. Restrictions on the international mobility of labor are arguably the largest policy obstructions for the international economy today. A variety of studies suggest that even a small reduction in barriers to migration will result in the growth of significant global welfare benefits. Migration States and Welfare States focuses on a central tension faced by policy makers in countries that receive migrants from lower wage countries. Such countries are typically highly productive and rich in capital. These attributes, coupled with the host country's welfare system, attract low-skilled migrants, who find a generous welfare state particularly attractive, while deterring skilled migrants, who recognize that welfare states likely have higher redistributive taxes.

The authors rephrase Gunnar Myrdal's questions in An American Dilemma with reference to Europe's current dual crisis - that of the established welfare state facing a declining capacity to maintain equity, and that of the nation state unable to accommodate incremental ethnic diversity. They compare developments across the European Union with the contemporary US experience of poverty, race, and class. They highlight the major moral-political dilemma emerging across the EU out of the discord between declared ideals of citizenship and actual exclusion from civil, political, and social rights. Pursuing this overall European predicament, the authors provide a critical scrutiny of the EU's growing policy involvement in the fields of international migration, integration, discrimination, and racism. They relate current policy issues to overall processes of economic integration and efforts to develop a European 'social dimension'. Is large-scale immigration to Europe incompatible with the continent's generous and encompassing welfare states? Are Europeans willing to share welfare benefits with ethnically different and often less well-off immigrants? Or do they regard the newcomers as undeserving and their claim for welfare rights as unjustified? These questions are at the heart of what has to become known as the 'New Progressive Dilemma' debate — and the predominant answers given to them are rather pessimistic. Pointing to the experiences of the US, where a multi-racial society in combination with a longstanding history of immigration encounters very limited welfare provision, many Europeans fear that the continent's new immigrant-based heterogeneity may push it toward more American levels of redistribution. But are the conflictual US experiences really resembled in the European context? Immigration and Welfare State Retrenchment addresses this question by connecting the New Progressive Dilemma debate with comparative welfare state and party research in order to analyse the role ethnic diversity plays for welfare reforms in the US and Europe. Whereas the combination of racial patterns and party politics had and still has serious consequences for the US welfare system, the general message of the book is that these are not resembled in the Western European context. While many Europeans are very critical of immigration and willing to ban immigrants from welfare benefits, both the institutional design of European welfare programs and the economically divided anti-immigrant movement prevent immigration concerns from translating into actual retrenchment in the core areas of welfare.

In summarizing the political economy of the decade following the Great Recession of 2007-08, one could do worse than Joseph Stigliz's phrase “Globalization and its Discontents” (Stiglitz, 2003). We live in a world of increasing international openness to trade, capital flows, and even migration. Advances in information technology have facilitated nearly costless communication and cheap travel across borders. By some measures, this degree of openness is unprecedented in human history. By others, it is matched only by the previous round of globalization at the turn of the 20th century. Knowing how the previous round of globalization ended, we ignore political economy and geopolitical considerations at our peril. The previous golden age of globalization bred Communism, Fascism and two world wars. The current round of globalization has led to discontent whose consequences are too early to judge. Globalization has left a portion of the population behind, leading to political movements ranging from Donald Trump's calls to build a wall along the US-Mexico border on the right to protests against the Trans-Pacific Partnership on the left wing of the Democratic Party. In Europe, Britain has turned against half a century of European integration with “Brexit”. A Communist party now governs Greece and right-wing populist parties have come to power in Eastern Europe, reminding us that liberal democracy is only a recent phenomenon in these countries. The rise of left-wing populists in Spain has led to seemingly intractable political gridlock, while right-wing anti-immigrant parties have been in the ascendance in Scandinavia. It is still unclear whether the Eurozone crisis will lead to further integration, the disintegration of the monetary union, or some combination of the two.

The paper compares migration policy and welfare state generosity between America and Europe. There is more selective skill-based migration policy in the US compared to the European Union. Policy coordination among states within the federal system on migration, taxes, and social benefits among states within the US federal system is stronger than among countries within the European Union. Fiscal externality, triggered by migration and tax competition among members of the federal system may explain in part these US-Europe differences in policies.

This book addresses the socioeconomic effects of immigration to Sweden. Historically, Sweden was a homogeneous country. In recent years, this has changed dramatically as Sweden has received more refugees per capita than any comparable country: this makes Sweden an interesting case study for analyzing the social and economic impact of refugee migration to European welfare states. The book highlights the long-term effects of low-skilled immigration to welfare states, while tying this to the broader European experience. Much of the public discussion of immigration in the West has focused on the American experience, which differs significantly from refugee migration to European welfare states. Research has shown that immigration is not a unitary phenomenon, and that its social and economic effects depend both on the type of migrants and on the receiving country. As demonstrated in the book, European welfare states have fairly similar outcomes with regard to refugee migration, but with differences in degree and the scale of migration. Their experience, however, contrasts with American outcomes as well as with high-skilled migration to Europe. This third and last open access volume in the series takes the perspective of non-EU countries on immigrant social protection. By focusing on 12 of the largest sending countries to the EU, the book tackles the issue of the multiple areas of sending state intervention towards migrant populations. Two “mirroring” chapters are dedicated to each of the 12 non-EU states analysed (Argentina, China, Ecuador, India, Lebanon, Morocco, Russia, Senegal, Serbia, Switzerland, Tunisia, Turkey). One chapter focuses on access to social benefits across five core policy areas (health care, unemployment, old-age pensions, family benefits, guaranteed minimum resources) by discussing the social protection policies that non-EU countries offer to national residents, non-national residents, and non-resident nationals. The second chapter examines the role of key actors (consulates, diaspora institutions and home country ministries and agencies) through which non-EU sending countries respond to the needs of nationals abroad.
