La présente thèse a pour but d'étudier l’implication des ménages d’origine dans la migration de leurs membres ainsi que la participation des migrants à la (sur) vie économique de leurs ménages d’origine. Les principales hypothèses postulent un lien très étroit entre les aides obtenues de ménages et les comportements de transfert des migrants. De même, les ménages recevant des transferts jouiraient de meilleures conditions de vie que ceux qui n’en reçoivent pas. Les données utilisées sont tirées de l’enquête MAFE1-RDC, réalisée à Kinshasa en juillet-août 2007 à l’occasion du projet « Crise économique et migrations internationales en RDC ». Ce projet s’inscrivait dans le programme de recherche international dénommé FSP-74 « Migrations internationales, recompositions territoriales et développement dans les pays du Sud », financé par le Ministère français des Affaires étrangères à travers le Ceped. Un échantillon stratifié probabiliste de 945 ménages a été tiré. Les données ont été analysées en recourant à la régression logistique binomiale, à la régression ordinale et au modèle tobit. Les résultats obtenus indiquent que la majorité des migrants a reçu des aides de son ménage d’origine au départ en migration. Ces aides ont largement déterminé leur comportement de transferts et la probabilité de recevoir des transferts des ménages. Les plus aidés se sont aussi montrés plus prompts à transférer. De même, le continent de résidence des migrants est lié à la probabilité d’envoyer/recevoir des transferts. On a observé aussi dans certains cas que les comportements de transferts des migrants obéissent aux motivations plus proches du modèle d’altruisme de Lucas et Stark (1985). Par ailleurs, nous avons observé que certains transferts s’orientent vers les ménages les plus vulnérables. Enfin, les ménages recevant des transferts sont plus susceptibles de jouir de meilleures conditions de vie que les autres, particulièrement ceux dont au moins un migrant réside hors Afrique.

Cette thèse analyse les effets de la migration sur le comportement des membres des ménages d'origine à un moment où les drames de l'immigration clandestine continuent de faire la une de l'actualité mondiale. Alors que la plupart des travaux s'intéresse uniquement aux effets des migrations internationales, notre étude, appliquée au Mali, élargit l'analyse aux migrations internes qui sont de forte intensité dans ce pays. Pour ce faire, nous mobilisons les données de deux enquêtes originales d'envergure nationale. Le travail est organisé en quatre chapitres. Plus descriptif, le premier chapitre dresse un panorama des deux types de migration, présente les caractéristiques des migrants et évalue les montants des transferts et leur contribution aux conditions de vie des ménages récipiendaires. Les chapitres suivants mobilisent des techniques micro-économiques qui notamment permettent d'estimer les effets de la migration tout en contrôlant des problèmes d'endogénéité. Le chapitre II examine les effets des deux types de migration sur la scolarisation des enfants des ménages d'origine, notamment leur réussite scolaire. Dans le troisième chapitre, nous évaluons l'impact des migrations sur la productivité agricole. Nous testons l'hypothèse d'apparition d'un comportement opportuniste du fait de l'existence d'un contrat implicite entre les migrants et leurs exploitations d'origine. L'insertion sur le marché du travail des migrants de retour est abordée dans le chapitre IV. De façon générale, cette thèse met en évidence l'impact négatif des migrations, notamment sur le comportement des membres des ménages d'origine. Non seulement, elles font apparaître un comportement opportuniste marqué par un moindre effort de leur part tant à l'école (pour les enfants) que dans les activités agricoles. Enfin, l'expérience migratoire n'influence pas significativement les chances d'insertion sur le marché du travail.

This volume examines migration between Africa and Europe, rather than just from Africa to Europe. Based on a unique socio-demographic survey carried out both in origin and destination countries (MAFE survey), it argues that return migration, circulation, and transnational practices are significant. Policy design must also take these factors into account. Comparing in a systematic way three flows of African migrants (from Democratic Republic of Congo, Ghana and Senegal), this study offers a new view on the patterns, determinants, and family and economic effects of migration. By comparing six European countries (Belgium, France, Italy, the Netherlands, Spain and the UK), it shows that the dynamics of migration differ greatly in new vs. old destination countries. Based on a statistical analysis of life histories, this study provides a dynamic view of migration that will help readers better understand current trends as well as future trajectories. This book draws upon case studies of the Congolese Christian diaspora in the UK and US and an ethnography of religious urbanization in the Democratic Republic of Congo (DRC) to explore the making of religious spaces and moral landscapes in an era of globalization. Religion is a key aspect of the community, social and political life of Congolese migrants – many of whom have to address the predicaments of displacement, relocation and the status of being 'a minority within a minority', as Francophone black African migrants in English-speaking countries. The book demonstrates the role of religion in the production of moral worlds and the ways in which for Congolese Christians this process both results from and facilitates a process of 'regrounding' in the midst of ambivalent urban environments. Through a multi-sited ethnography the book also examines the impact of transnational religious practices on development and city-making in the homeland, in a context of increasing informalization and infrastructural deficit. Drawing on extensive ethnographic data, David Garbin captures the nuances of a complex and changing social, political and religious landscape for Congolese migrants relying on the construction of moral worlds and revealing the role of a range of connections but also disconnections between diaspora and homeland across multiple scales. In the final declaration of their 8th conference, the European ministers responsible for migration affairs committed to promoting and protecting the human rights of migrants, with special attention to gender equality and the rights of women; to strengthening dialogue and co-operation between receiving, transit and origin countries, particularly within Europe; and to promoting coherence at all levels (international, national, regional and local) between migration, development and integration policies. The ministers also agreed to manage economic migration with a view to promoting economic and social progress in receiving, transit and origin countries; to enhance social cohesion by improving the integration of migrants and persons of immigrant background and the re-integration of migrants who return to their countries of origin; and to strengthen the contribution of migrants and persons of immigrant background to development in receiving and origin countries and their involvement in co-development programmes. This report was prepared to support the ministerial debate during the conference. It presents the main aspects and characteristics of migration in the member states of the Council of Europe, analyses policy challenges raised by contemporary migration and identifies an integrated policy agenda.
