Wehrmacht in der NS-Diktatur Andreas Toppe geht in seiner aus dem Wehrmachtsprojekt des Instituts für Zeitgeschichte hervorgegangenen Studie der Frage nach, auf welche völkerrechtlichen Grundlagen sich die deutsche Kriegführung im Zweiten Weltkrieg stützte. The Iron Curtain fell over a quarter of a century ago. With it fell also the relatively straightforward Western assumption that war was going to be a bi-polar, symmetrical affair, albeit one with nuclear overtones - an assumption around which the training and education of military officers had hitherto been built. The immediate post Cold War period showed officers wearing a blue, rather than a green helmet, negotiating with opponents whom they ought not to call enemies and keeping the peace in situations where there was no peace to keep. Added to this was the phenomenon of international terrorism, which manifested itself on the strategic, rather than merely the tactical level. Counter-insurgency operations in Iraq and Afghanistan demonstrate how difficult it is to win the hearts and minds of the local population while subduing the enemy at the same time. With the distinction between what is morally right and wrong becoming ever more blurred, the moral dilemmas of officers and men have begun to multiply and the need to reconsider the basic assumptions and practices of military ethics education in this highly unpredictable world has become ever more urgent. This volume, arising out of a conference held at the Centre for Leadership Development and Civic Education of the German Armed Forces, attempts to address that need. It offers the insights both of officers with combat experience and academics closely familiar with military training, and uniquely bridges the gap between theory and practice in the teaching of military ethics.

This book examines the creation of ‘national armies’ through compulsory military service in France and Prussia during the French Revolution and the Prussian Reform Period. The French Revolution tried to establish military and political structures in which the armed forces and society would merge. In order to ensure that the army would never become a means of oppression against the people, the whole population should thus ‘be’ the army. Defeated by the enormous military potential that these new political settings had unchained in France, Prussia adapted the French innovations to its own needs, thus laying the basis for its contributions to the victories of the coalition troops in 1813-15. Conscription had implications that went beyond the purely military sphere and involved assumptions about the nature of the state and its relationship to its citizens. It was the material basis of Napoleon’s campaigns and of the German ‘wars of national liberation’ of 1813-15, before becoming a cornerstone of the Prussian Reforms and the creation of a civil society ‘from above’. Military service has therefore been one of the most essential and contradictory institutions of the modern nation-state. Citizens, Soldiers and National Armies will be of interest to historians of modern Europe, military historians and students of intellectual history in general.
