This book discusses the phenomenon of militarization in post-1986 Uganda. It takes a holistic approach to connect different facets of militarization: the social and political realms, the macro and micro levels, the disguised and explicit forms. On one hand, the book illustrates that the military remains a crucial factor of political processes, while on the other hand showing how military ethos, such as uniform and training, are a source of symbolic capital in both politics and social spheres. Ultimately, the book shows that militarization is a bi-directional process, where macro politics facilitate it from above, while social forces - such as ordinary people, media, and musicians - reproduce it from below. State-civil society relations in Africa have during recent decades been transformed in the context of economic liberalisation and state reform. This study explores state-civil society relations in contemporary Uganda, from 1986 to the present, in order to illustrate and explain the scope for and capacity of different social forces to create access to and democratise the state. The study interrogates state-civil society relations under the incumbent National Resistance Movement government as these are expressed through forms of interest representation and conflict regulation in different political arenas. It analyses this problem through an empirical study of the health sector at both national and local levels. Changes in the health regime - the rules and practices that regulate health politics - are analysed by a historical reconstruction of how different health regimes evolved from demands from social forces on the colonial and post-colonial state, in relation to broader patterns of political change. The ruling political coalition from 1986 has promoted a model for capitalist development based on donor-driven economic growth, institutional reform and political monopoly - what is referred to in the study as technocratic governance. Throughout, however, the technocratic tendency has been shaped in relation to the political economy of militarism as a more openly repressive form of authoritarian rule. The study argues that limits to democratisation of state society relations within the health sector and of Ugandan politics at large are best explained by relations of domination in society, within the state and among external political forces. Security Sector Reform (SSR) remains a key feature of peacebuilding interventions and is usually undertaken by a state alongside national and international partners. External actors engaged in SSR tend to follow a normative agenda that often has little regard for the context in post-conflict societies. Despite recurrent criticism, SSR practices of international organisations and bilateral donors often remain focused on state institutions, and often do not sufficiently attend to alternative providers of security or existing normative frameworks of security. This edited collection explores three aspects that add an important piece to the puzzle of what constitutes effective Security Sector Reform (SSR). First, the variation of norm adoption, norm contestation and norm imposition in post-conflict countries that might explain the mixed results in terms of peacebuilding. Second, the multitude of different security actors within and beyond the state which often leads to multiple patterns of co-operation and contestation within reform programmes. Third, how both the multiplicity of and tension between norms and actors further complicate efforts to build peace or, as complexity theory would posit, influence the complex and non-linear social system that is the conflict-affected environment. The chapters in this book were originally published as a special issue of the Journal of Intervention and Statebuilding.

Uganda’s 2016 elections, which returned thirty-year incumbent President Yoweri Museveni and his National Resistance Movement (NRM) in yet another landslide, took place in an atmosphere of patronage, coercion and fraud. But is this diagnosis sufficient to understand the processes of voting and regime maintenance in Uganda today? Based on a series of detailed case studies from across Uganda, this book provides a more nuanced and complex picture of what the Museveni regime is, and how it keeps winning elections. Whilst not denying that various electoral malpractices are systemic to the regime’s survival, the authors find that these cannot be extricated from Uganda’s history, its wider social realities, and its local political cultures in which the NRM has become so embedded. The discovery of oil in Uganda in 2006 ushered in an oil-age era with new prospects of unforeseen riches. However, after an initial exploration boom developments stalled. Unlike other countries with major oil discoveries, Uganda has been slow in developing its oil. In fact, over ten years after the first discoveries, there is still no oil. During the time of the research for this book between 2012 and 2015, Uganda’s oil had not yet fully materialised but was becoming. The overarching characteristic of this research project was waiting for the big changes to come: a waiting characterised by indeterminacy. There is a timeline but every year it gets expanded and in 2018 having oil still seems to belong to an uncertain future. This book looks at the waiting period as a time of not-yet-ness and describes the practices of future- and resource-making in Uganda. How did Ugandans handle the new resource wealth and how did they imagine their future with oil to be? This ethnography is concerned with Uganda’s oil and the way Ugandans anticipated different futures with it: promising futures of wealth and development and disturbing futures of destruction and suffering. The book works out how uncertainty was an underlying feature of these anticipations and how risks and risk discourses shaped the imaginations of possible futures. Much of the talk around the oil involved the dichotomy of blessing or curse and it was not clear, which one the oil would be. Rather than adding another assessment of what the future with oil will be like, this book describes the predictions and prophesies as an essential part of how resources are being made. This ethnography shows how various actors in Uganda, from the state, the oil industry, the civil society, and the extractive communities, have tried to negotiate their position in the oil arena. Annika Witte argues in this book that by establishing their risks and using them as power resources actors can influence the becoming of oil as a resource and their own place in a petro-future. The book offers one of the first ethnographic accounts of Uganda’s oil and the negotiations that took place in an oil state to be.

In recent years, scholars have noted the rise of a particular type of authoritarianism worldwide, in which rulers manipulate institutions designed to implement the rule of law so that they instead facilitate the exercise of arbitrary power. Even as scholars puzzle over this seemingly new phenomenon, scholarship on African politics offers helpful answers. This book places literature on the post-colonial African state in conversation with literature on modern authoritarianism, using this to frame over ten months of qualitative field research on Uganda's informal security actors - including vigilante groups, local militias, and community police. Based on this research, the book presents an original framework - called 'institutionalized arbitrariness' - to explain how modern authoritarian rulers project arbitrary power even in environments of relatively functional state institutions, checks and balances and the rule of law. In regimes characterized by institutionalized arbitrariness, the state's stochastic assertions and withdrawals of power inject unpredictability into the political relationship between both local authorities and citizens. This arrangement makes it difficult for citizens to predict which authority, if any, will claim jurisdiction in a given scenario, and what rules will apply. This environment of pervasive political unpredictability limits space for collective action and political claim-making, while keeping citizens marginally engaged in the democratic process. The book is grounded in empirical research and literature theorizing the African state, while seeking to inform a broader debate about contemporary forms of authoritarianism, state-building, and state consolidation.
