The Department of Defense (DoD) paid active duty military personnel over $18 billion in housing allowances in FY 2010. DoD sets housing allowance rates annually based on market costs of rent, utilities, and renter¿s insurance. Also, DoD has identified 26 installations significantly impacted by expected growth in personnel due to various rebasing actions. This report reviewed DoD¿s rate-setting process, among other issues. The report determined: (1) whether there are enhancements to strengthen DoD¿s rate-setting process; and (2) whether service members have encountered challenges in obtaining off-base housing. Renovating or replacing 168,000 inadequate military family housing units using traditional military construction methods would take over 20 years and cost about $16 billion. In 1996, to improve housing faster and more economically, Congress authorized the Military Housing Privatization Initiative to allow private-sector financing, ownership, operation, and maintenance of military housing. At the request of the Subcommittee on Military Construction, House Committee on Appropriations, GAO examined the reliability of military housing needs assessments, as well as achievement of privatization financial goals and government protections in contract provisions.

The Department of Defense (DOD) spends about $8 billion annually to provide housing for military members and their families either by paying cash allowances for members to live in private sector housing or by assigning members to military-owned or -leased quarters. Over the past several years, DOD has expressed concern over the poor quality of the military housing inventory and the need for renovations and improvements to bring the housing up to contemporary standards. To improve housing faster and more economically than could be achieved if only traditional military construction appropriations were used, the Congress approved DOD's request for a new initiative, known as the Military Housing Privatization initiative, that allows and encourages private sector financing, ownership, operation, and maintenance of military housing. Under the initiative, DOD can provide direct loans, loan guarantees, and other incentives to encourage private developers to construct and operate housing either on or off military installations. Because it represents a new approach to improving military housing, GAO reviewed the implementation of the new initiative to (1) measure progress to date, (2) assess issues associated with privatizing military housing, and (3) determine whether the new initiative is being integrated with other elements of DOD's housing program.

The Subcommittee on Military Installations and Facilities will come to order. I apologize for running a little late, as we are trying to move this cumbersome ship toward the August recess. We have a lot of demands right now, but I really appreciate the panels coming today. The Subcommittee on Military Installations and Facilities meets today to continue its examination of the current state of military housing for both families and unaccompanied personnel, as well as other facilities crucial to enhancing the quality of life for military personnel and their families. The subcommittee meets at a significant moment. We hope to file a conference report shortly on H.R. 3230, the National Defense Authorization Act for 1997. This afternoon, the conferees on the Military Construction Appropriations Act for the coming fiscal year will meet to consider their portion of the bill. It is my expectation that the legislation which the Congress will produce will significantly enhance the President's request for troop housing, military family housing, child development centers, and other quality of life infrastructure. On a bipartisan basis, this subcommittee, along with our counterparts on the Appropriations Committee, have worked hard to find the extra dollars to provide soldiers, sailors, airmen and their families with better living conditions. Yet, we recognize there is a lot more to be done. This afternoon we will hear from the senior enlisted officers of the military services.
