This study discusses infrastructure by contrasting the challenges faced by national and military leaders in three crisis areas; NEEDS, FUNDING, and MANAGEMENT. NEED is the gap between current conditions and required/desired conditions. Competition between FUNDING for social programs and capital investment mirror balancing Mission, BASOPS, and RPMA. FUNDING targets are improperly expressed as a percentage of the Plant Replacement Value and not on NEED. The short tenure of leaders is detrimental to long range revitalization programs. MANAGEMENT decisions are now made with institutional knowledge and the 'squeaky wheel' method. This study recommends a detailed facility inspection to determine current condition versus desired condition. Funds to close this gap using maintenance, repair and replacement options is the NEED. An accurate PRV must be calculated to assist in obtaining funds. Army leadership must develop long range goals that can be applied to 18-24 month commanders. (MM).

The DoD continues its efforts to reduce the number of troops permanently stationed overseas and consolidate overseas bases. The Congress directed DoD to develop and an independent monitoring of DoD¿s overseas master plans and to provide annual assessments. The Senate report accompanying the FY 2007 military construction appropriation bill directed a review of DoD¿s master planning effort for Guam as part of these annual reviews. This report examines: (1) the changes and challenges described in the FY 2009 master plans, the extent to which the plans address prior recommendations, and the plans¿ timeliness; and (2) the status of DoD¿s master planning efforts for the proposed buildup of military forces and infrastructure on Guam. According to the Office of the Secretary of Defense (OSD), the military services are collectively responsible for maintaining more real property than any other entity in the world-more than 320,000 buildings (with about 2.1 billion square feet), tens of thousands of miles of roads, and 1.1 million square yards of pavement (like runways). DOD estimates the plant replacement values (PRV) of this property at more than $500 billion. RPM-which includes daily maintenance, small repairs, and minor construction (projects under $500,000 or environmental and health projects under $1 million) -is funded through the O & M account. Facilities maintained by the O & M RPM funds include the services' barracks, administrative space, classrooms, ports, hangars and runways, roads and railroads, day care centers, schools and churches, and utility structures and systems (but not the cost of utilities' consumption). RPM for family housing, many industrial-related and military medical facilities is funded by separate accounts.

Access to reliable and affordable energy, water, and services is an important determinant of the prosperity of cities along with effective mission sustainment at military installations. The idea for this book was conceived at the NATO Advanced Research Workshop (ARW) in June 2012 in Hella, Iceland. The workshop was attended by 50 scientists, engineers, and policymakers representing 15 different nations and multiple fields of expertise, reflecting the global and interdisciplinary nature of climate change and sustainability research. The focus of the workshop was on ways in which military installations and small cities can integrate energy, water, and infrastructure sustainability strategies into city and installation management plans that account for climate change uncertainties. The organization of the book reflects major topic sessions and discussions during the workshop.
