The complex political situation that has formed in Iraq, and is currently ongoing, has again provided a lot of evidence as to the many changes that have occurred in military strategy. However, the current preparedness of modern military leadership has existed in an imperfect system and is slow to adapt to the situation in Iraq. This has dangerous implications. The recent analysis of previous wars and armed conflicts considers them new forms of warfare. Today we are so far removed from the classical form of warfare, such as World War II, that we cannot compare the role of the military leader in those conflicts with the situation leaders face in Iraq, Afghanistan, Bosnia, Sierra Leone, or Sudan. Therefore, the entire system of military education for leaders demands a revolution change. This project examines the different schools currently used in the Armed Forces of the United States, Russia, and Ukraine and the way they prepare their strategic leaders. The research reveals a distinct disconnect in modern military strategy which is taught in schools, and the way that strategy is practiced in current military operations. Recommendations are provided to adjust the modern system of military education in order to prepare those leaders to leading future wars.

Since the end of bipolarism, the concept of asymmetric warfare, and of asymmetric conflict in general, has been increasingly applied with regard to armed forces activities and tasks. This book presents the findings of comparative empirical research conducted in selected military units by a group of distinguished experts on military organization, who hail from the eight participating countries: Bulgaria, Cameroon, Denmark, Finland, Italy, Lithuania, the Philippines and Spain. It discusses remarks made by military leaders with extensive experience in the field regarding current doctrines on military leadership and their applicability in the field, as well as proposals and suggestions for new directions. “It is a complex relation, always based on respect and politeness, but often with mismatched interests.” (Army Colonel). “It makes you realize that there is a cultural gap. You must firstly understand who you are going to relate to, and the culture of these people, and then try to establish a certain kind of relationship. Often the platoon commander states his objective and must try to establish a relationship, contact with the village chief.” (Army Lieutenant, Platoon Commander). “[In Afghanistan] We had meals with the locals, sometimes the food didn’t taste good, but you had to eat it if you wanted to be welcomed back again” (Army Captain, Company Commander). These are just some of the many voices stemming from the ground in diverse international asymmetric conflict theatres (in Iraq, in Kosovo, in Afghanistan...), comments by military officers, commanders at different hierarchical levels, asked to reflect on their experiences as military leaders in crisis response operations. Learning to Forget analyzes the evolution of US counterinsurgency (COIN) doctrine over the last five decades. Beginning with an extensive section on the lessons of Vietnam, it traces the decline of COIN in the 1970s, then the rebirth of low intensity conflict through the Reagan years, in the conflict in Bosnia, and finally in the campaigns of Iraq and Afghanistan. Ultimately it closes the loop by explaining how, by confronting the lessons of Vietnam, the US Army found a way out of those most recent wars. In the process it provides an illustration of how military leaders make use of history and demonstrates the difficulties of drawing lessons from the past that can usefully be applied to contemporary circumstances. The author examines the British experience in building and training indigenous police and military forces during the Malaya and Cyprus insurgencies. These two insurgencies provide a dramatic contrast to the issue of training local security forces. In Malaya, the British developed a very successful strategy for training the Malayan Police and army. In Cyprus, the British strategy for building and training local security forces generally was ineffective. The author argues that some important lessons can be drawn from these case studies that are directly applicable to current U.S. counterinsurgency doctrine.
