Abstract Police Reform in countries in transition is closely connected to peacekeeping and peacebuilding. The article discusses successes and failures, and the role of police, using Kosovo as an example. It is essential to know whether strategies, structures, and methods of military and police interventions are working, and we need to know whether the reform of administration, police and judiciary in the aftermath of an international intervention is sustainable. As peace and justice go together, the role of police reform in the context of the reform of the judiciary is discussed. There is an open clash between the mainstream international understanding of what a “just society” or a society, functioning under the “rule of law” is or should be on one side, and the local understanding of the members of a society, who survived different kinds of suppression and war over years or centuries, often by building up their own informal structures and their own rules of living together. This book examines the international efforts to regulate violence in Kosovo since 1999 through the United Nations Mission in Kosovo (UNMIK) and covers 15 years of international presence. The book analyses the process of implementing international policies from a sociological perspective, and looks at the adaptations and arrangements of public policies achieved through the transactions of international actors with local actors, who are at the heart of policy implementation. In particular, it analyses the disarmament, demobilisation, and reintegration of combatants (DDR) programme and shows the extent to which it was co-produced with Kosovo Liberation Army (KLA) leaders co-opted by international administrators. These analyses take the opposite view to the work that considers ex-combatants as spoilers. In Kosovo, the combatant leaders acted as peace brokers, facilitating demobilisation and exercising disciplinary control over rank-and-file combatants. Their position as brokers helped them to take control of the new state being built under international administration. This book shows the importance of the relationship between ex-combatants and the state and illustrates the multiplicity of their possible trajectories, including political ones. To elucidate the dynamics of co-production in shaping DDR policies and hybridising international policies as well as in state formation, the book relies on around a hundred interviews with ex-combatants of the KLA and with international personnel, as well as on the archives of international organisations and observations in the field. This book will be of much interest to students of international statebuilding, peace and conflict studies, Balkan politics and international relations.

The Balkans has long been a place of encounter among different peoples, religions, and civilizations, resulting in a rich cultural tapestry and mosaic of nationalities. But it has also been burdened by a traumatic post-colonial experience. The transition from traditional multinational empires to modern nation-states has been accompanied by large-scale political violence that has resulted in the deaths of hundreds of thousands and the permanent displacement of millions more. Mark Biondich examines the origins of these conflicts, while treating the region as an integral part of modern European history, shaped by much the same forces and intellectual impulses. It reminds us that political violence and ethnic cleansing have scarcely been unique to the Balkans. As Biondich shows, the political violence that has bedevilled the region since the late nineteenth century stemmed from modernity and the ideology of integral nationalism, employed by states that were dominated by democratizing or authoritarian nationalizing elites committed to national homogeneity. Throughout this period, the Balkan proponents of democratic governance, civil society, and multiculturalism were progressively marginalized. The wars that accompanied the breakup of Yugoslavia in the 1990s were the deadliest European conflicts since World War II. The violence escalated to the point of genocide when, over the course of ten days in July 1995, Serbian troops under the command of General Ratko Mladic murdered 8,000 unarmed men and boys who had sought refuge at a UN safe-haven in Srebrenica.
