Belohnung und Strafe sieht Han Feizi als den ausschließlichen Schlüssel zur Macht im Umgang mit der an sich schlechten und verderbten Natur des Menschen. Erziehung, so der Legalismus, kann den schlechten Menschen niemals verbessern, sondern lediglich die Gewissheit von schwersten Strafen. Hinrichtungen und schwerste Strafen sind allerdings nicht nur für den Schuldigen selbst bestimmt, sondern vor allem auch für dessen nächste Verwandte. Diese Gewissheit verstärkt die abschreckende Wirkung der drakonischen Strafen zusätzlich. Auch ist das Studium sinnlos, denn je mehr Menschen sich in einem Land der Wissenschaft zuwenden, desto weniger Boden wird bebaut und kultiviert. Auch der Gelehrte hat deshalb sinnvolle Arbeit zu verrichten, deren Ergebnis mess- und sichtbar zu sein hat und der Gesellschaft dienen muss. Der Herrscher muss stets drei Aspekte berücksichtigen. Zunächst muss er die wirkliche Macht besitzen, die sich nicht allein aus einem abstrakten Titel oder aus einer Ahnenfolge herleiten lässt. Schließlich muss er die richtige Methode des Herrschens finden und anwenden, denn mit eigener Tugend allein, lässt sich kein Volk der Welt dauerhaft beherrschen. Außerdem sind Gesetze notwendig, um das Zusammenleben der Menschen zu organisieren, ihre Rechte und Pflichten festzuschreiben. Später kam noch aus Indien der Buddhismus hinzu, der für die Gepflogenheiten der chinesischen Kultur und Gesellschaft zunächst angepasst werden musste, sie dann aber entscheidend prägte.

Im Mittelpunkt des Sammelbandes steht dabei nicht allein die historische Analyse der wichtigsten europäischen wie überseeischen sozialrevolutionären Gruppierungen, sondern deren ideologischer Bezugsrahmen sowie gemeinsame Entstehungs- und Zerfallsbedingungen. Wie an taktischen und ideologischen Grenzfällen deutlich wird, findet sich aber auch im Terrorismus moderner Prägung sozialrevolutionäres Gedankengut. Vor diesem Hintergrund wird deutlich, dass der sozialrevolutionär motivierte Terrorismus nicht mit dem Kollaps des real existierenden Sozialismus sein Ende gefunden hat. It is well known that Taiwan and South Korea, both former Japanese colonies, achieved rapid growth and industrialization after 1960. The performance of former European and American colonies (Malaysia, Singapore, Burma, Vietnam, Laos, Cambodia, Indonesia, and the Philippines) has been less impressive. Some scholars have attributed the difference to better infrastructure and greater access to education in Japan’s colonies. Anne Booth examines and critiques such arguments in this ambitious comparative study of economic development in East and Southeast Asia from the beginning of the twentieth century until the 1960s. Booth takes an in-depth look at the nature and consequences of colonial policies for a wide range of factors, including the growth of export-oriented agriculture and the development of manufacturing industry. She evaluates the impact of colonial policies on the growth and diversification of the market economy and on the welfare of indigenous populations. Indicators such as educational enrollments, infant mortality rates, and crude death rates are used to compare living standards across East and Southeast Asia in the 1930s. Her analysis of the impact that Japan’s Greater Asian Co-Prosperity Sphere and later invasion and conquest had on the region and the living standards of its people leads to a discussion of the painful and protracted transition to independence following Japan’s defeat. Throughout Booth emphasizes the great variety of economic and social policies pursued by the various colonial governments and the diversity of outcomes. Lucidly and accessibly written, Colonial Legacies offers a balanced and elegantly nuanced exploration of a complex historical reality.
