Why some cities are more effective than others at reducing inequalities in the built environment For the first time in history, most people live in cities. One in seven are living in slums, the most excluded parts of cities, in which the basics of urban life—including adequate housing, accessible sanitation, and reliable transportation—are largely unavailable. Why are some cities more successful than others in reducing inequalities in the built environment? In Urban Power, Benjamin Bradlow explores this question, examining the effectiveness of urban governance in two “megacities” in young democracies: São Paulo, Brazil, and Johannesburg, South Africa. Both cities came out of periods of authoritarian rule with similarly high inequalities and similar policy priorities to lower them. And yet São Paulo has been far more successful than Johannesburg in improving access to basic urban goods. Bradlow examines the relationships between local government bureaucracies and urban social movements that have shaped these outcomes. Drawing on sixteen months of fieldwork in both cities, including interviews with informants from government agencies, political leadership, social movements, private developers, bus companies, and water and sanitation companies, Bradlow details the political and professional conflicts between and within movements, governments, private corporations, and political parties. He proposes a bold theoretical approach for a new global urban sociology that focuses on variations in the coordination of local governing power, arguing that the concepts of “embeddedness” and “cohesion” explain processes of change that bridge external social mobilization and the internal coordinating capacity of local government to implement policy changes.

This book analyzes in detail the main social, economic and special transformation of the city of São Paulo. In the last 30 years, São Paulo has become a more heterogeneous and less unequal city. Contrary to some expectations, the recent economic transformations did not produce social polarization, and the localized processes of spaces production (and the plural is increasingly important) are more and more key to define their respective growth patterns, social conditions, forms of housing production, service availability and urban precariousness. In other dimensions, however, inequalities remain present and strong and certain disadvantaged areas have changed little and are still marked by strong social inequalities. The metropolis remains heavily segregated in terms of race and class, in a clear hierarchical structure. The book shows that it is necessary to escape from dual and polarity interpretations. This did not lead to the complete disappearance of a crudely radial and concentric structure (not only due to geographic path dependence), but superposes other elements over it, leading to more complexes and continuous patterns. A general summary of these elements could perhaps be stated as pointing to greater social/spatial heterogeneity, accompanied by smaller, but reconfigured inequalities.

This is a generous, long-overdue presentation of the major Brazilian poet Manuel Bandeira (1886–1968) to the English-speaking reader. Well over a hundred poems appear here in both Portuguese and English, together with a critical overview that introduces the poet and Brazilian poetry to the nonspecialist and contributes significantly to the existing body of Bandeira scholarship. Bandeira’s poetry not only stands among the most important in twentieth-century Brazil but also embodies the experience of transition from one literary movement to another. The poems span a half century of writing, from the publication of Bandeira’s first book in 1917 to the definitive edition of his collected work in 1966. Because critics agree that the poet’s most influential creative efforts began in 1930 with the publication of Libertinagem (Libertinism), the collection concentrates on the later period. A smaller number of poems drawn from the three books published before this date provide a useful basis for comparison. Candace Slater’s fine versions of the poems are augmented by a translator’s note that considers Bandeira’s poetic language in terms of the particular challenges it offers the translator into English. Her introduction offers a fresh and comprehensive look at the poet whose artistic transformation from nineteenth-century modes of expression to experimental twentieth-century Modernism paralleled the transformation of his country. It focuses on the poet’s continuing alternation between an acceptance of, if not allegiance to, the material world and a desire for something more. This fundamental though often subtle opposition is reflected in the title, This Earth, That Sky.
