Minority Governance in and beyond Europe offers a review of contemporary developments in minority relations. The publication addresses normative and institutional developments in a pan-European context. It tackles the theoretical and practical implications of power-sharing; the dichotomy of ‘old’ and ‘new’ minorities; human rights violations; public institutions for minority protection and abating discrimination; theoretical reflections on minority activism; political participation of minorities; justifications of minority protection; the evolution of language rights, and minorities in relation to EU law. It offers a lens that provides the reader with a clearer understanding about academic thinking and indicates where political will is needed to advance the minority rights protection regime in the future. Compiled to celebrate the 10th anniversary of the European Yearbook of Minority Issues, and offering a selection of the most important articles published in the Yearbook, this collection will be of great interest to scholars, students and policy-makers engaging in minority-related activities and interested in multiethnicity and cultural pluralism in Europe

Minority Governance in Europe is the first volume in the new ECMI/LGI Series on Ethnopolitics and Minority Issues. The Series is a joint venture with the European Centre for Minority Issues (ECMI http: //www.ecmi.de). These multi-author works are the result of the Centrels cooperative research projects, often lasting a number of years. The resulting books attempt to present a coherent and comprehensive picture of the area under investigation. The majority of countries in the former Eastern bloc feature multiethnic societies. Decentralization and the transition to a free market environment have made this characteristic of nation-states more visible and have raised the claim for a proactive approach toward multiethnic community management.

This volume explores the breadth and depth of provision on minority issues within the European Union. The reluctance of the European Union, and separately some of its member states, to address new and existing dynamics of minority issues and the relative inattention to these matters raises new questions for both the EU and other actors in the field of minority rights. Specifically, the evolution of minority rights policies and institutions within the EU and the broader European context, models of governance pertaining to minorities, and the potential for conflict between governing authorities of member states and groups with whom they interact form the core of the debates presented.

"In the debate on multiculturalism in Europe, traditional minorities are often excluded even though their experience with diversity is longer than most. This is because the received wisdom in Europe seems to equate multiculturalism with immigration and lately mainly with Muslim communities. This is different in the Anglo world, and especially in the context of Canada and Australia, where traditional minorities and indigenous groups are considered a dimension of multiculturalism. However, traditional minorities have been part of the European fabric of cultures for centuries, and they have contributed to making multiculturalism work through a number of inter-cultural dialogue mechanisms. This Issue Brief will discuss the role of traditional minorities in multiculturalism, in particular in terms of institutional arrangements at different levels of government"--Publisher's description.

Human and Minority Rights Protection by Multiple Diversity Governance provides a comprehensive overview and critical analysis of minority protection through national constitutional law and international law in Europe. Using a critical theoretical and methodological approach, this textbook: provides a historical analysis of state formation and nation building in Europe with context of religious wars and political revolutions, including the (re-)conceptualisation of basic concepts and terms such as territoriality, sovereignty, state, nation and citizenship; deconstructs all primordial theories of ethnicity and provides a sociologically informed political theory for how to reconcile the functional prerequisites for political unity, legal equality and social cohesion with the preservation of cultural diversity; examines the liberal and nationalist ideological framing of minority protection in liberal-democratic regimes, including the case law of the European Court of Human Rights and the European Court of Justice; analyses the ongoing trend of re-nationalisation in all parts of Europe and the number of legal instruments and mechanisms from voting rights to proportional representation in state bodies, forms of cultural and territorial autonomy and federalism. This textbook will be essential reading for students, scholars and practitioners interested in European politics, human and minority rights, constitutional and international law, governance and nationalism. Brexit will have significant consequences for the country, for Europe, and for global order. And yet much discussion of Brexit in the UK has focused on the causes of the vote and on its consequences for the future of British politics. This volume examines the consequences of Brexit for the future of Europe and the European Union, adopting an explicitly regional and future-oriented perspective missing from many existing analyses. Drawing on the expertise of 28 leading scholars from a range of disciplines, Brexit and Beyond offers various different perspectives on the future of Europe, charting the likely effects of Brexit across a range of areas, including institutional relations, political economy, law and justice, foreign affairs, democratic governance, and the idea of Europe itself. Whilst the contributors offer divergent predictions for the future of Europe after Brexit, they share the same conviction that careful scholarly analysis is in need – now more than ever – if we are to understand what lies ahead for the EU. Praise for Brexit and Beyond 'a wide-ranging and thought-provoking tour through the vagaries of British exit, with the question of Europe’s fate never far from sight...Brexit is a wake-up call for the EU. How it responds is an open question—but respond it must. To better understand its options going forward you should turn to this book, which has also been made free online.' Prospect Magazine 'This book explores wonderfully well the bombshell of Brexit: is it a uniquely British phenomenon or part of a wider, existential crisis for the EU? As the tensions and complexities of the Brexit negotiations come to the fore, the collection of essays by leading scholars will prove a very valuable reference for their depth of analysis, their lucidity, and their outlining of future options.' - Kevin Featherstone, Head of the LSE European Institute, London School of Economics 'Brexit and Beyond is a must read. It moves the ongoing debate about what Brexit actually means to a whole new level. While many scholars to date have examined the reasons for the British decision to leave, the crucial question of what Brexit will mean for the future of the European project is often overlooked. No longer. Brexit and Beyond bundles the perspectives of leading scholars of European integration. By doing so, it provides a much needed scholarly guidepost for our understanding of the significance of Brexit, not only for the United Kingdom, but also for the future of the European continent.' - Catherine E. De Vries, Professor in the department of Government, University of Essex and Professor in the department of Political Science and Public Administration Free University Amsterdam 'Brexit and Beyond provides a fascinating (and comprehensive) analysis on the how and why the UK has found itself on the path to exiting the European Union. The talented cast of academic contributors is drawn from a wide variety of disciplines and areas of expertise and this provides a breadth and depth to the analysis of Brexit that is unrivalled. The volume also provides large amounts of expert-informed speculation on the future of both the EU and UK and which is both stimulating and anxiety-inducing.' -Professor Richard Whitman, Head of School, Professor of Politics and International Relations, Director of the Global Europe Centre, University of Kent

Democratic government is facing unprecedented challenges at a global scale. Yet, Turkey's descent into conflict, crisis and autocracy is exceptional. Only a few years ago, the country was praised as a successful Muslim-majority democracy and a promising example of sustainable growth. In Turkey’s Exit from Democracy, the contributors argue that President Recep Tayyip Erdoğan and the Justice and Development Party government have now effectively abandoned the realm of democratic politics by attempting regime change with the aim to install a hyper-presidentialist system. Examining how this power grab comes at the tail end of more than a decade of seemingly democratic politics, the contributors also explore the mechanisms of de-democratization through two distinctive, but interrelated angles: A set of comparative analyses explores illiberal forms of governance in Turkey, Russia, Southeast Europe and Latin America. In-depth studies analyse how Turkey's society has been reshaped in the image of a patriarchal habitus and how consent has been fabricated through religious, educational, ethnic and civil society policies. Despite this comprehensive authoritarian shift, the result is not authoritarian consolidation, but a deeply divided and contested polity. Analysing an early example of democratic decline and authoritarian politics, this volume is relevant well beyond the confines of regional studies. Turkey exemplifies the larger forces of de-democratization at play globally. Turkey’s Exit from Democracy provides the reader with generalizable insights into these transformative processes. These chapters were originally published as a special issue in Southeast European and Black Sea Studies.
