India's national parliamentary elections typically result in the election of majority parliaments and the formation of a single-party majority government. However, India’s national party system has changed beyond recognition since the parliamentary elections of 1989. The Congress Party has lost its dominant party status; the number of political parties that contest elections, win seats in parliament and gain cabinet portfolios have increased; minority governments and cabinet instability have become regular features of parliamentary politics. This book addresses each of these aspects of party system transformation in India by applying the analytical techniques of rational and social choice theory. Challenging conventional wisdom, the book argues that the number of parties in India has increased as a result of the unexpected consequences of the constitutional amendment of 1985 that was conceived to curtail party defections. Although the Congress Party no longer dominates the new multi-party system, it still retains a pivotal role in deciding which coalitions may form viable and stable minority government. The Indian case study is theoretically driven and it is readily comparable with other parliamentary federations where minority governments are often formed, such as Canada, and the book finds that these processes are also present in the sub-national party systems of the states, however, with greater variation.

Within a scant eighteen-month span, India held two national elections. The first, in November 1989, witnessed the political demise of Rajiv Gandhi and the precipitous decline of his Congress Party. 'This starkly lucid and timely book absorbs the nuances of the largest festival – the elections – of the world's largest democracy. Hailing from a political family, the author conveys his passion and knowledge on the intricacies, as well as the heat and dust of his national fête. All data and events have been methodically examined in this absorbing analytical work which is an indispensable and scholarly book on the Indian elections.'– Thankom Arun, Professor at the University of Essex, UK This book provides a quantitative analysis of eight elections and an insight into voting patterns, detailing the election result for each candidate, for all the constituencies, in every Lok Sabha (the lower house of India's Bicameral-Parliament) general election from 1962 to 2014. The central purpose of this interrogation of data is to give shape to the notion of 'electoral efficiency', or the capacity of a party to convert votes into parliamentary seats. Parliamentary elections in India – and also elections to its state assemblies – are conducted under the First Past the Post (FPTP) system whereby a single representative for each of the 543 constituencies is elected as a Member of the Lok Sabha, on the basis of obtaining the largest number of all the candidates contesting that constituency. In brief, Votes, Parties, and Seats provides an in-depth study of the results of parliamentary general elections in India, and sheds light on why some parties are more efficient than others.

An examination of the evolution of the office of prime minister in the world's largest democracy. Given the long terms in office of two of the incumbents - Jawaharlal Nehru and his daughter, Indira Gandhi - they naturally receive particular attention. However rather than discussing the achievements of individual office-holders, it is the varying dimensions of the prime minister's role and authority that are assessed - in relation to institutions such as parliament, the bureaucracy, the judiciary, the foreign and defence establishment, and also in relation to important social and political forces such as the Hindu Right, the communist Left and the Centrist ruling parties.
