This paper studies whether labor market mismatch played an important role for labor market dynamics during the COVID-19 pandemic. We apply the framework of S ̧ahin et al. (2014) to the US and the UK to measure misallocation between job seekers and vacancies across sectors until the third quarter of 2021. We find that mismatch rose sharply at the onset of the pandemic but returned to previous levels within a few quarters. Consequently, the total loss in employment caused by the rise in mismatch was smaller during the COVID-19 pandemic than during the Global Financial Crisis. The results are robust to considering alternative definitions of job seekers and to using a measure of effective job seekers in each sector. Preliminary evidence suggests that increased inactivity among older workers, the so called She-cession (particularly in the US) and shifting worker preferences amid strong labor demand are more prominent explanations for the persistent employment shortfall vis-à-vis pre-COVID levels.

This thesis contains three chapters on skill mismatch in the labour market. Chapter 1 provides a theory of ex ante skill mismatch, which we define as a situation where firms create jobs that workers search for and accept, even though they do not make the most productive use of their skills. The core idea is that, in the presence of asymmetric information about workers' outside options, the value of on the job search is higher for workers employed in such jobs. The theory provides new insights into the returns to education as well as the impact of on the job search on labour market mismatch. It also provides an explanation for the declining fortunes of educated American workers in recent decades. Chapter 2 studies a competitive search equilibrium with exogenous skill mismatch, where educated workers apply to routine jobs only if they face a high cost searching for cognitive jobs. The purpose is to examine whether a simple model with exogenous mismatch can explain the adverse labour market outcomes of educated workers. Under a negative shock to routine jobs, the model fails to generate a fall in the employment rate together with a decline in the job-to-job transition rate. Compared to endogenous mismatch equilibrium, an equilibrium with exogenous mismatch does not incorporate the trade-o between job finding rates and wages when unemployed workers choose to search in different job sectors. The comparison suggests that understanding the mechanism of skill mismatch is essential to understanding the labour market outcomes of educated workers. Chapter 3 shows that displacement of high-school workers from routine jobs can be understood as the labour-market response to an adverse selection problem. The adverse selection problem arises because employment contracts do not systematically discriminate against education, even though over-qualified ed workers are relatively more likely to quit routine jobs. The labour market equilibrium distorts the labour market outcomes of high school graduates by in efficiently increasing their wage at the expense of higher unemployment rate, in order to separate them from overqualified ed college graduates. In addition, the labour market response to the adverse selection problem creates a demand for post-secondary vocational education, which is valuable because it acts as an entry barrier that prevents college graduates from using routine jobs as stepping-stones towards better jobs.

Qualitative Mismatches develops the distinction between short run qualitative mismatches for individual workers and employers and long run aggregate qualitative mismatches arising from changes in the quantity demanded or supplied in a category of the labor market. Without the distinction between the two forms, a measurement of one could be mistaken for the other. The methods and data used to examine the two forms of qualitative mismatches also differ. Short run qualitative mismatches arise as a consequence of extensive job and worker variety combined with imperfect information and frictions in the labor market that require workers and employers to engage in search to establish employment. Short run qualitative mismatches are studied by examining how the labor market assigns workers to jobs through search by workers and employers, and how qualitative mismatches arise as a consequence of the strategies of workers and employers in the presence of costly search. In contrast, long run aggregate qualitative mismatches arise when the economy changes in a way that alters the mix of job characteristics, or the incentives for individuals to obtain education and training change in a way that alters the mix of worker characteristics. Long run qualitative mismatches are studied by examining the consequences of trends in economies and societies that generate shifts in demands and supplies, including technology, globalization, organization of work, and educational institutions. Qualitative Mismatches explains that mismatches at a point in time can be regarded as arising from three sources. First, there is a level that arises from the search procedures that workers use to find jobs and employers use to find workers. Second, there is a level of mismatch that arises over the course of a business cycle as a result of workers with high education and skill levels taking jobs at which they are overqualified during high unemployment, or firms hiring workers that do not meet their requirements during low unemployment. Third, there are additional mismatches that could arise if there are imbalances between supplies and demands from long run aggregate qualitative mismatches. It is possible that over-qualification at one level could cancel out some under-qualification at another level, so that the three levels are not simply added together.

Abstract: This project studies the impact of education mismatch on labor outcomes. Across our sample of OECD countries, there is evidence of mismatch in education choices and labor markets. Labor market outcomes are not independent of education mismatch. Our framework for analysis is a dynamic choice model, focusing on decisions on education and training. From the estimation of model parameters, the main factor explaining education mismatch is a shock to the perceived value of education. In Germany, imperfect information about ability at the time of the education decision creates mismatch as well. From simulations of lifecycle dynamics and counterfactual experiments, among four key countries, education undermatch in Japan is sustained through labor market mechanisms while in Germany, Italy and the US, education undermatch is resolved. Training plays a key role in these dynamics

Despite its low unemployment rate, the recent shift in the Japanese Beveridge curve indicates increased labor mismatch. This paper quantifies the age, employment-type (full or part-time), and occupational mismatch in the Japanese labor market following Sahin and others (2013). Between April 2000 and April 2013, the age mismatch has steadily declined while the occupational and employmenttype mismatch has shown a countercyclical pattern, showing a sharp increase during the global financial crisis. Occupational mismatch accounted for approximtely 20-40 percent of the recent rise in the unemployment rate in Japan. The magnitude was comparable to that of the U.K. and the U.S.
