Effective radio communication between ATC and pilots has long been recognized as an important element of aviation safety. In recognition of the role miscommunications play in aviation incidents and accidents, the International Civil Aviation Organization (ICAO) recently introduced language proficiency requirements for all flight personnel in all ICAO member states. Using an effective and economical experimental paradigm, the research described here teases apart the complex combination of factors (e.g. speech rate, controller message length, English language proficiency, cognitive workload) believed to contribute to miscommunications between controllers and pilots. Based on a research project funded by the Army Research Institute, Foreign Language Learning reports original empirical and theoretical research on foreign language acquisition and makes recommendations about applications to foreign language instruction. The ultimate goal of this project was to identify a set of psychological principles that can provide the foundation for--or at least, argumentation for--a foreign language training course. This book reviews the various studies of which the project is comprised. It begins with an overview chapter outlining the scope of the project and summarizing some of the experiments that were conducted in the laboratory. In particular, the analysis of the natural data (Ch. 2 & 3) and of the experimental data (Ch. 4) shows that the inclusion of more than three aviation topics in a single message leads to a substantial increase in misunderstandings. Besides providing a better understanding of aviation English and of the cognitive processes underlying the comprehension of ATC instructions, this study then offers a very clear recommendation for ATC procedures: to minimize misunderstandings due to message length, air traffic controllers should limit their messages to no more than three aviation topics.

Air traffic control (ATC) voice communication is built upon a readback-hearback loop: Controllers send messages to pilots who listen and then recite back their contents. Successful communication requires participants to conduct and understand ATC radiotelephony in the same language. Since inadequate language proficiency was involved in some aviation accidents (e.g., 1996 Charkhi Dadri; 1995 Cali; 1977 Tenerife), the International Civil Aviation Organization (ICAO) is requiring its contracting states to ensure that ATC personnel and flight crews are proficient communicators of the English language when operating in airspace where the English language is required.
