Prefazione di Giuliano Pisapia Oggi di carcere si parla poco e male, spesso a sproposito. Non tanto per raccontarne le condizioni effettive, quanto per far leva sulle paure (anche legittime) di quella parte dell’opinione pubblica malata di agnosìa e incline a un populismo giustizialista che in nome della sicurezza chiede che i cattivi vengano presi e “buttati in galera”. Galera che ci costa ogni anno tre miliardi di euro e produce solo in minima parte il risultato che le assegna la Costituzione: «reinserire, a fine pena, i detenuti nella comunità ». Attualmente nelle carceri ne sono stipati oltre 61mila (al febbraio 2020), 15mila in più rispetto alla capienza effettiva: un sovraffollamento disumano e indegno di un Paese civile. Una buona parte potrebbe beneficiare di misure alternative alla detenzione, che trovano però ancora scarsa applicazione. La causa del problema è a monte dell'esecuzione penale, in un sistema giudiziario carcero-centrico che va smontato pezzo a pezzo e rimontato con strumenti innovativi come la giustizia riparativa.
