¿Está en crisis la universidad pública argentina? Considerando que desde 1984 hasta hoy el presupuesto ha crecido, la cantidad de instituciones se ha ampliado, la oferta académica es más diversa y los programas de posgrado se multiplican, diríamos que no. Sin embargo, aunque todavía se sostengan facultades y centros de excelencia dispersos a lo largo del país, el conjunto del sistema ha ido quedando a la zaga del mundo y está lejos de poder hacer un aporte significativo para no alimentar el círculo del subdesarrollo. Y no porque carezca de los recursos humanos o financieros, sino por el mal uso que hace de ellos. A partir de su vasta experiencia en cargos tanto de gestión y evaluación universitaria como de docente e investigador, Eduardo Míguez se propone discutir los problemas de fondo de la educación superior en la Argentina y los mecanismos para comenzar a superarlos. Con información de primera mano y gran honestidad y valentía intelectual, señala los núcleos que cualquier reforma debería contemplar: las cifras de deserción, el diseño curricular de asignaturas y carreras, el bajo porcentaje de docentes con dedicación exclusiva, los criterios de asignación de recursos, la participación estudiantil y docente en el gobierno universitario, la proporción de graduados y la calidad de los egresados, los sistemas de ingreso.
