Abstract: Rapid and uneven urban growth across the globe has been accompanied by increasing informality. In Egypt, as the state attempts to address urban housing informality, its urban development plans have been accused of being economically driven, unrepresentative of the demands of residents of informal areas, and threatening to their livelihoods and wellbeing, thus prompting many acts of resistance and dissent by those who dwell in informal areas. This thesis aims to explore reasons behind mobilization of residents of informal areas and their subsequent resistance to state urban plans by addressing a) the role played by the state in framing and identifying the present housing crisis, b) the role played by non-state actors in providing support to the state, and c) the avenues of participation available to residents of informal settlements through which they can partake in the decision-making process. It is hypothesized that resistance occurs within informal settlements in response to the inability of the state to play the role it set out for itself, reflecting a misdiagnosis of the nature of informality and an incomprehensive understanding of the housing crisis. Moreover, while non-state actors have been unable to compensate for the state's shortcomings, and as there are no formal channels of participation available for the residents of informal settlements, communities have found no other way but to resist through informal means. Additionally, this thesis explores the main drivers of social mobilization by examining two case studies, Bab El-Nasr and Ramlet Boulaq. In the latter, residents had been able to successfully mobilize resources and mount strong resistance against state housing policy; while in the former, efforts at resisting state policies were short-lived, scattered, and failed to bring about real change. In these case studies, perception of threat and deprivation, access to moral, cultural, human, material, and socio-organizational resources, along with the presence of networks of trust were found to be determining factors in explaining the transformation of granular acts of protest into structured and patterned collective action.

Peaceful protest is a strong driver for democratization across the globe. Yet, it doesn't always lead to democratic transition, as seen in the Arab Spring revolutions in Egypt or Yemen. Why do some nonviolent transitions end in democracy while others do not? In From Dissent to Democracy, Jonathan Pinckney systematically examines transitions initiated by nonviolent resistance campaigns and argues that two key factors explain whether or not democracy will follow such efforts. First, a movement must sustain high levels of social mobilization. Second, it must direct that mobilization away from revolutionary "maximalist" goals and tactics and towards support for new institutions. Pinckney tests his theory by presenting a global statistical analysis of all political transitions from 1945-2011 and three case studies from Nepal, Zambia, and Brazil. Original and empirically rigorous, this book provides new insights into the intersection of democratization and nonviolent resistance and gives actionable recommendations for how to encourage democratic transitions.

From Outrage to Action examines the rise and fall of grass-roots interest groups through in-depth analyses of four incidents that mobilized citizens around local injustices. In one case, a local judge declared a five-year-old sexual assault victim a "particularly promiscuous young lady". In another, an innocent black man died in police custody. In the third, a man with a criminal record was charged with murdering a ten-year-old girl, and in the last a judge commented during a juvenile sentencing that rape is a normal reaction to the way women dress. Through in-depth interviews with activists, Laura Woliver examines these community actions, studying the groups involved and linking her conclusions to larger questions of political power and the impact of social movements. Group successes and failures are explained through analysis of fluid social movements and the role of religion, class, gender, and race. Woliver found that activists unprepared for the ostracism and conflict resulting from their dissent retreated from public life, while those who identified with alternative communities avoided self-blame and maintained their political commitments. She relates the community responses in these cases to those in the case of confessed mass murderer Jeffrey Dahmer and in the beating by Los Angeles police officers of Rodney King. Her findings will make fascinating reading for those interested in the rise and fall of grass-roots interest groups, the nature of dissent, and the reasons why people volunteer countless hours, sometimes in the face of community opposition and isolation, to dedicate themselves to a cause. During the Arab uprisings of early 2011, which saw the overthrow of Zine el-Abadine Ben Ali in Tunisia and Hosni Mubarak in Egypt, the role of digital media and social networking tools was widely reported. With tens of thousands publicly committed to public protest through their online social networks, and with calls to protest circulating through email networks, Facebook groups, and street organizing, the activists had set in motion a staged confrontation with the Egyptian regime, of the sort that had previously been unthinkable. The potentially subversive nature of social networks was also recognized by the very authorities fighting against popular pressure for change, and the Egyptian government's attempt to block internet and mobile phone access in January 2011 demonstrated this. What is yet to be examined is the local context that allowed digital media to play this role: in Egypt, for example, a history of online activism has laid important ground work. Here, David Faris argues that it was circumstances particular to Egypt, more than the 'spark' from Tunisia, that allowed the revolution to take off: namely blogging and digital activism stretching back into the 1990s, combined with sustained and numerous protest movements and an independent press. During the Mubarak era, where voicing a political opinion was - to say the least - risky, and registering as a political party was onerous and precarious undertaking, it was online avenues of discussion and debate that flourished. Over the course of those years, digital activists - bloggers and later, users of other forms of social media like Twitter, Facebook and Youtube - scored a number of important victories over the regime, over issues largely revolving around human rights. Faris analyses these activists and their online activities and campaigns, examining how the internet was used as a space in which to create identities and spur action. Dissent and Revolution in a Digital Age tracks the rocky path taken by Egyptian bloggers operating in Mubarak's authoritarian regime to illustrate how the state monopoly on information was eroded, making space for dissent and for those previously without a voice.
