The environmentally sound demilitarization of energetic materials is a significant issue for the energetic materials community. The Senate Armed Services' committee has described munitions storage depots in the United States as being at their maximum storage capacity, without room for new munitions until such time as the existing munitions stockpile is reduced. The Committee's Report for the FY99 Defense Authorization Bill estimates that there are over 400,000 tons of obsolete, unserviceable or unusable conventional munitions awaiting demilitarization, with that total expected to grow by an additional 400,000 tons by the end of Fiscal Year 1999. The Joint Demilitarization Technology Program estimates that the current demilitarization stockpile requiring resource recovery or disposition costs more than $11 million per year to store. The recent Strategic Environmental Research and Development Program (SERDP) Energetic Materials Environmental Study reports that in the coming years, millions of pounds of gun propellant, with a typical shelf life in excess of 40 years, will be produced by DoD. Ensuring a safe and effective means of demilitarizing and disposing of these munitions has become a serious concern to regulators and a costly burden on the DoD logistic system.

The U.S. military has a stockpile of approximately 400,000 tons of excess, obsolete, or unserviceable munitions. About 60,000 tons are added to the stockpile each year. Munitions include projectiles, bombs, rockets, landmines, and missiles. Open burning/open detonation (OB/OD) of these munitions has been a common disposal practice for decades, although it has decreased significantly since 2011. OB/OD is relatively quick, procedurally straightforward, and inexpensive. However, the downside of OB and OD is that they release contaminants from the operation directly into the environment. Over time, a number of technology alternatives to OB/OD have become available and more are in research and development. Alternative technologies generally involve some type of contained destruction of the energetic materials, including contained burning or contained detonation as well as contained methods that forego combustion or detonation. Alternatives for the Demilitarization of Conventional Munitions reviews the current conventional munitions demilitarization stockpile and analyzes existing and emerging disposal, treatment, and reuse technologies. This report identifies and evaluates any barriers to full-scale deployment of alternatives to OB/OD or non-closed loop incineration/combustion, and provides recommendations to overcome such barriers.

In order to reflect the increasing importance and interest of the microsatellites in high technology and scientific applications in space, the Colloquium on Microsatellites as Research Tools was organized to promote its usage and technology development and to foster the international cooperation, especially in the area of the Asia pacific region. Attended by 150 participants from 18 countries the colloquium was organized into five major themes: regional development, lessons learned, innovations, scientific applications, and education. A special session was organized as well by the organizing committee and supported by the National Space Program Office to present its development of the Taiwan's satellite program and the current status of ROCSAT-1 which is scheduled to be launched at the beginning of 1999. Two main conclusions were drawn from the material presented: microsatellite in general is a very good means for doing space research and technology development, and a suitable vehicle to promote international collaborations.

The Karl Fischer titration is used in many different ways following its publication in 1935 and further applications are continually being explored. At the present time we are experiencing another phase of expansion, as shown by the development of new titration equipment and new reagents. KF equipment increasingly incorporates microprocessors which enable the course of a titration to be programmed thus sim plifying the titration. Coulometric titrators allow water determinations in the micro gram-range: the KF titration has become a micro-method. The new pyridine-free re agents make its application significantly more pleasant and open up further possibili ties on account of their accuracy. To make the approach to Karl Fischer titrations easier, we have summarized the present knowledge in this monograph and we have complemented it with our own studies and practical experience.
