This text provides a perspective on the politics and personalities of post-war Germany's most unstable - and apparently unpredictable - national government to date. The author uses previously unpublished research into Red-Green coalitions in the German Lander in order to understand more clearly the nature of the pressures acting upon Germany's first national coalition between the Social Democrats and the Greens. Charles Lees argues that the Red-Green coalition is best understood as part of an ongoing process of political co-operation between two distinct and often antagonistic parties. Grounded and introduced in the context of recent work on coalition theory and public policy analysis, the book examines the trail of political trial and error that has led the two parties from the mutual suspicion of the early 1980s to being partners in national government today. Drawing on the political history of Red-Green coalitions in Germany, the author explains why Chancellor Schroeder's 1998 election triumph provoked such excitement and why his government's subsequent political travails could have been predicted.

This book is the second collection of systematic case studies describing national environmental policies in 17 countries in terms of capacity building (see Appen dix). The OECD defines environmental capacity building as "a society's ability to identify and solve environmental problems. " While various institutions, including UNEP, FAO, World Bank and OECD, have hitherto used the terms environmental capacity and capacity building almost exclusively with reference to developing countries, we have extended the concepts to industrialized countries, as well. The first collection, edited by Martin Janicke, Helge Joergens (both Free University Berlin) and Helmut Weidner (Social Science Research Center Berlin), was pub lished in 1997 under the title "National Environmental Policies - A Comparative Study of Capacity-Building" (Berlin, etc. : Springer Verlag). It included 13 studies of countries. As in the first volume, chapter I presents the conceptual framework underlying the national case studies. It is a slightly shorter version of the corresponding chap ter in volume I. The design of all case studies in the two volumes is largely con gruent with this conceptual framework. Although the various sections of the stud ies do not always have identical titles and subtitles, the central elements of the capacity-building approach have been applied in all cases.

This book is a collection of systematically prepared case studies describing the environmental policy ofthirteen countriesin terms ofcapacity-building. Capacity for environmental policy and management, as the concept is used in this volume, has been defined broadly as a society's "ability (...) to devise and implement solutions to environmental issues as part of a wider effort to achieve sustainable development" (OECD). Since the late 1960s capacity-building in environmental policy and management can be observed across the world. It may have made insufficient progress as yet from an environmentalist point of view, but it has produced some remarkable results, and not only in the industrialised world. In the first chapter we present the conceptual framework that underlies the national case studies. The use of legislation by EU governments to define environmental standards for industry has been criticised for its poor track record in arresting the decline in the quality of Europe's environment. Environmental economists in particular have proposed that legislation should be supplemented or replaced by New Environmental Policy Instruments (NEPIs), such as eco-taxes, environmental charges, tradable permits and voluntary agreements. This book focuses on practical experiences with NEPIs in the EU and tests their application using the case study of the Packaging and Packaging Waste Directive. It traces the ways in which member states have adapted NEPIs to suit their preferred styles of environmental policy, then assesses their performance and how NEPIs have both assisted and hindered the EU environmental programme. It suggests options for ensuring that the environmental programme does not become fragmented by the use of NEPIs and discusses the implications of EU enlargement.
