The negative impacts of floods are attributed to the extent and magnitude of a flood hazard, and the vulnerability and exposure of natural and human elements. In flood risk management (FRM) studies, it is crucial to model the interaction between human and flood subsystems across multiple spatial, temporal and organizational scales. Models should address the heterogeneity that exists within the human subsystem, and incorporate institutions that shape the behaviour of individuals. Hence, the main objectives of the dissertation are to develop a modelling framework and a methodology to build holistic models for FRM, and to assess how coupled human-flood interaction models support FRM policy analysis and decision-making. To achieve the objectives, the study introduces the Coupled fLood-Agent-Institution Modelling framework (CLAIM). CLAIM integrates actors, institutions, the urban environment, hydrologic and hydrodynamic processes and external factors, which affect FRM activities. The framework draws on the complex system perspective and conceptualizes the interaction of floods, humans and their environment as drivers of flood hazard, vulnerability and exposure. The human and flood subsystems are modelled using agent-based models and hydrodynamic models, respectively. The two models are dynamically coupled to understand human-flood interactions and to investigate the effect of institutions on FRM policy analysis.

This open access book focuses on an issue only marginally tackled by this literature: the still existing gap between adaptation science and modelling and the possibility to effectively access and exploit the information produced by policy making at different levels, international, national and local. To do so, the book presents the proceedings of a high-level expert workshop on adaptation modelling, integrated with main results from the “Study on Adaptation Modelling” (SAM-PS) commissioned by the European Commission's Directorate-General for Climate Action (DG CLIMA) and implemented by the CMCC Foundation – Euro-Mediterranean Centre on Climate Change, in collaboration with the Institute for Environmental Studies (IVM), Deltares, and Paul Watkiss Associates (PWA). What is the latest development in adaptation modelling? Which tools and information are available for adaptation assessment? How much are they practically usable by the policy community? How their uptake by practitioners can be improved? What are the major research gaps in adaptation modelling that needs to be covered in the next future? How? This book addresses these questions presenting the results of a study on adaptation modelling commissioned by the European Commission's Directorate-General for Climate Action (DG CLIMA) enriched by the outcomes of a high-level expert workshop on adaptation also part of the research. Extreme flooding displaces an average of 12 million people every year. Marginalized populations in low-income countries are in particular at high risk, but also industrialized countries are susceptible to displacement and its inherent societal impacts. The risk of being displaced results from a complex interaction of flood hazard, population exposed in the floodplains, and socio-economic vulnerability. Ongoing global warming changes the intensity, frequency, and duration of flood hazards, undermining existing protection measures. Meanwhile, settlements in attractive yet hazardous flood-prone areas have led to a higher degree of population exposure. Bangladesh is a large delta, where most people live in the overpopulated floodplains. Flooding is a normal phenomenon, which causes much suffering. How to reduce this suffering through better managing floods is a big societal challenge. To date, societal initiatives to address this challenge mainly consist of the construction of embankments along the river bank, to control hydrological processes and ‘discipline’ the river. Yet, such embankments generate their own hydrological and societal responses in sometimes unexpected ways. The study of these interactions and feedback mechanisms between hydrological and social processes is a new academic field, one that is particularly relevant in a dynamic delta such as Bangladesh. This research sets out to explore the phenomena, opportunities and risks generated by the interactions between physical and societal processes along the Jamuna River in Bangladesh. It conceptualize these interactions as temporally dynamic and spatially diverse combinations of fighting and living with water. The research proposes the concept of "Socio-hydrological spaces (SHSs)" to enrich the study of socio-hydrology. A SHS is a geographical area in a landscape. Its particular combination of hydrological and social features gives rise to the emergence of distinct interactions and dynamics (patterns) between society and water. The SHSs concept suggests that the interactions between society and water are place-bound and specific because of differences in social processes, technological choices and opportunities, and hydrological dynamics. Through the concept of SHS, this research does not only contribute to advance the knowledge about socio-hydrological dynamics in Bangladesh, but also provides more general insights for flood risk management.

Abstract: Predictions of floods, droughts, and fast drought-flood transitions are required at different time scales to develop management strategies targeted at minimizing negative societal and economic impacts. Forecasts at daily and seasonal scale are vital for early warning, estimation of event frequency for hydraulic design, and long-term projections for developing adaptation strategies to future conditions. All three types of predictions--forecasts, frequency estimates, and projections--typically treat droughts and floods independently, even though both types of extremes can be studied using related approaches and have similar challenges. In this review, we (a) identify challenges common to drought and flood prediction and their joint assessment and (b) discuss tractable approaches to tackle these challenges. We group challenges related to flood and drought prediction into four interrelated categories: data, process understanding, modeling and prediction, and human-water interactions. Data-related challenges include data availability and event definition. Process-related challenges include the multivariate and spatial characteristics of extremes, non-stationarities, and future changes in extremes. Modeling challenges arise in frequency analysis, stochastic, hydrological, earth system, and hydraulic modeling. Challenges with respect to human-water interactions lie in establishing links to impacts, representing human-water interactions, and science communication. We discuss potential ways of tackling these challenges including exploiting new data sources, studying droughts and floods in a joint framework, studying societal influences and compounding drivers, developing continuous stochastic models or non-stationary models, and obtaining stakeholder feedback. Tackling one or several of these challenges will improve flood and drought predictions and help to minimize the negative impacts of extreme events
