The importance of weather, climate, and water information is rising because of the need to minimize growing economic losses, serve more elaborate societal needs, and help countries adapt to climate change. Weather and Climate Resilience highlights recent World Bank experience and offers guidance on good practices that will help modernization efforts. Sustainable development hinges on the ability to copy with natural hazards and avoid the ensuing disasters that often befall a poorly prepared society. National Meteorological and Hydrological Services (NMHSs) play a vital role as a country's official source of warnings for weather hazards. Together with disasters managers, they play a critical part in reducing the adverse impact of hydrometeorological threats. In many developing countries, however, underinvestment in infrastructure and operations of NMHSs has left them with limited capacity to inform and warn. These countries are often disproportionately vulnerable to hydrometeorological hazards with many people living in areas exposed to floods, storm surges, extreme temperatures, drought and other dangers. Weather and Climate Resilience underscores the urgent need to strengthen NMHSs, especially in developing countries, and provides cost-benefit estimates of the return that countries can hope to achieve. It also offers a recommended approach that has been tested and implemented in Europe, Central and South Asia, and other countries. This book takes an important step in this process by increasing the awareness of development agencies and national governments of the role of World Meteorological Organization (WMO) and NMHSs in reducing the impact of hydrometeorological hazards and improving national economic performance. It synthesizes recent experiences of the World Bank and Global Facility for Disaster Reduction and Recovery (GFDRR), the WMO (World Meteorological Organization), and other development partners.

Weather and Climate Services in Europe and Central Asia is part of the World Bank Working Paper series. These papers are published to communicate the results of the Bank's ongoing research and to stimulate public discussion. Worldwide, the accuracy and value of weather and climate services are rising, bringing great economic benefits. However, many national hydrometeorological services in Europe and Central Asia are in decline. As a result, these potential gains are often missed. Much more could be done to mitigate weather disasters, support the productivity of smallholding and commercial agriculture, conserve energy, and promote safe aviation and transport by road and rail. Although capacity deficiencies are serious, they could be remedied significantly by relatively modest-but sustained-investments. Chapter 1 describes the worldwide growth in weather forecasting skill, presents principal issues and questions in Europe and Central Asia (ECA), and sets out the study's organization. Chapter 2 assesses the needs of the key sectoral clients of the national hydrometeorological services in the region. Chapter 3 addresses ECA's natural weather and climate issues: vulnerability to transboundary weather events, extreme weather, variable weather, and projected climate change. Chapter 4 presents the forecasting workflow, and then presents key regional and national capacity gaps. Chapter 5 discusses ways to estimate the economic benefit of existing and upgraded forecasting capacity. This study is part of an ongoing Regional Working Paper Series sponsored by the Chief Economist's Office in the Europe and Central Asia Region of the World Bank.

During the 1980s and 1990s, the National Weather Service (NWS) undertook a major program called the Modernization and Associated Restructuring (MAR). The MAR was officially completed in 2000. No comprehensive assessment of the execution of the MAR plan, or comparison of the promised benefits of the MAR to its actual impact, had ever been conducted. Therefore, Congress asked the National Academy of Sciences to conduct an end-to-end assessment. That report, The National Weather Service Modernization and Associated Restructuring: A Retrospective Assessment, concluded that the MAR was a success. Now, twelve years after the official completion of the MAR, the challenges faced by the NWS are no less important than those of the pre-MAR era. The three key challenges are: 1) Keeping Pace with accelerating scientific and technological advancement, 2) Meeting Expanding and Evolving User Needs in an increasingly information centric society, and 3) Partnering with an Increasingly Capable Enterprise that has grown considerably since the time of the MAR. Weather Services for the Nation presents three main recommendations for responding to these challenges. These recommendations will help the NWS address these challenges, making it more agile and effective. This will put it on a path to becoming second to none at integrating advances in science and technology into its operations and at meeting user needs, leading in some areas and keeping pace in others. It will have the highest quality core capabilities among national weather services. It will have a more agile organizational structure and workforce that allow it to directly or indirectly reach more end-users, save more lives, and help more businesses. And it will have leveraged these capabilities through the broader enterprise. This approach will make possible societal benefits beyond what the NWS budget alone allows.

This study was commissioned by climate investment funds (CIF's) E and L initiative to distill lessons from CIF's pilot program on climate resilience (PPCR) support in identifying, designing, and implementing hydrometeorological and climate services investments. It seeks to generate learning and strategic insight into the different operational pathways that can be taken by national hydrological and meteorological services to develop, deliver, and strengthen hydrometeorological and climate services. The outputs from the study comprise of one synthesis report and three country studies for Jamaica, Mozambique, and Nepal. These three countries have been selected for the study due to their different institutional frameworks, hydrometeorological systems, and socio-economic context. They provide diverse in-depth insights in hydrometeorological and climate service development, delivery and use. In this respect, the PPCR-supported Climate Resilience: Transforming Hydrometeorological Services Project was selected as a case study project for Mozambique. It elucidates lessons learned on the process for modernizing hydrometeorological systems and delivering climate services to users. Furthermore, it offers insight into challenges and opportunities for climate services development, delivery, and use in Southern African developing countries. Qualitative methods, including structured interviews and literature review, were used to identify promising pathways to continue to transform weather, water, and climate services in the three case study countries. In Mozambique, the analysis of the data collected revealed six themes regarding critical pathways to transform weather, water, and climate services in the country. These are: harmonizing and integrating data resources; improving hydrometeorological and climate service design and delivery; fostering hydrometeorological and climate services impact through user feedback; building appropriate human capacity; strengthening national coordination; and promoting regional collaboration. The report summarizes key findings.
