O livro tem uma proposta clara, a de dar dois enfoques ao patrimônio cultural: um, o de entendê-lo no agigantado dimensionamento conferido pela Constituição Brasileira, e o outro, de tentar captá-lo o mais próximo possível daquilo que pode ser configurado como democracia cultural. A Constituição adotou um critério antropológico para dimensionar o patrimônio cultural, rompendo barreiras como a das coisas tangíveis, quando consagrou o imaterial, e até rompeu com a clássica dicotomia natureza-cultura, herdeira direta do mundo helênico, no momento em que, no rol exemplificativo de tal patrimônio, fez constar tanto os sítios históricos como os ecológicos, não sem o delimitador, para ambos, da referência à identidade, à ação e à memória de ao menos um dos grupos formadores da sociedade brasileira. Sobre o aspecto da democracia, buscando a raiz da palavra, nos interessou muito investigar o que o demo, o povo, entende que seja patrimônio cultural, e o que, neste universo, de fato importa para as pessoas comuns. Para além de presente nas formas de organização estatal e de partilha de poder, o patrimônio cultural está no cotidiano das comunidades que mantêm as suas tradições pela transmissão às gerações futuras. Encontra-se nos nomes que batizam os bens e espaços públicos. Ele pode ser visto também no humor produzido pelos comediantes e pelas pessoas nas suas relações intersubjetivas cotidianas.
