This paper discusses Iraq’s First Review of the Three-Year Stand-by Arrangement (SBA) and Financing Assurances Review, and Requests for Waivers of Nonobservance and Applicability of Performance Criteria (PCs). Two PCs at end September appear to have been met on the basis of preliminary unaudited data. One PC at end-June 2016 was missed. One continuous PC was missed. Completion of some structural benchmarks was delayed, but progress is being made for each. Hence, program performance has been mixed, but understandings on sufficient corrective actions have been reached to put the program back on track. The IMF staff recommends completion of the first review under the SBA and the financing assurances review and modification of the PCs and related rephrasing.

This book discusses parliamentary oversight and its role in curbing corruption in developing countries. Over the past decade, a growing body of research at the global and regional levels has demonstrated that parliamentary oversight is an important determinant of corruption and that effective oversight of public expenditure is an essential component of national anti-corruption strategies and programs. However, little research has been undertaken at the country level regarding how parliamentary oversight is undertaken, which oversight mechanisms are effective or on how national parliaments interact with other anti-corruption stakeholders. This book presents the results of a new large-scale, quantitative analysis which identifies the mechanisms through which institutional arrangements impact corruption, specifically through country case studies on the Caribbean region, Ghana, Myanmar, Nigeria, Tanzania, and Uganda. Addressing a gap in scholarly knowledge while presenting practical policy advice for parliaments and for anti-corruption assistance agencies, this book will be of use to scholars interested in development, anti-corruption, public finance, as well as members of parliament, anti-corruption practitioners, and organizations working in parliamentary strengthening.

Macroeconomic developments have been broadly in line with the program, including strong growth and lower current account deficits. On fiscal policy, revenue shortfalls in FY2015/16 were more than offset by under-execution of public investment. The IMF staff recommends completion of the first reviews and supports the authorities’ requests for waivers of applicability for SBA for end-December 2016 PC, rephasing of disbursements, and modification of PC.

This paper discusses Guinea–Bissau’s Third Review Under the Extended Credit Facility Arrangement, Request for a Waiver of Nonobservance of Performance Criteria (PCs), and Financing Assurances Review. Program implementation for the third review has been satisfactory. Four of five PCs, three of four indicative targets, and six of eight structural benchmarks were met. Corrective measures have been taken in the remaining areas, with several steps already completed. Economic activity has remained robust and there has been good progress in improving public financial management. Maintaining the positive economic momentum will require further strengthening of public financial management to reduce the fiscal deficit and support macroeconomic stability.

High frequency data, however, suggest a weakening of economic activity in late 2016. Inflation remains moderate and is expected to fall towards the authorities’ 5 percent target. Key risks to the outlook are linked to slow budget implementation from financing shortfalls.
