In this exciting new book, Rieger and Leibfried argue persuasively for the need to understand developments in welfare and social provision alongside the processes of globalization. In the two decades following the Second World War, the massive expansion of the welfare state system arguably allowed Western governments to expose their societies to uncontrollable external risks associated with the deregulated global economic environment. The authors contend that the combination of changes in welfare and technological innovation provided the necessary conditions for globalization by limiting some of the more harmful effects of economic change. Today, the developed welfare state is in need of reform for various endogenous reasons. If such reforms are to work effectively, however, Rieger and Leibfried claim that governments must take into account the complex ways in which domestic social policy and external economic policy are interconnected. They maintain that the present climate provides a unique opportunity for policy-makers to engage constructively with globalization, warning that failure to think creatively about welfare in this context could result in governments falling back into an unhelpful and out-moded protectionist stance. Drawing on case studies from Germany and the United States, Rieger and Leibfried show how welfare reform has worked in practice in the Western world. Contrasting these findings with the experience of East Asian states, they go on to argue that whilst welfare systems may appear to be similar, they function in different ways depending on the cultural setting. The passage of the 1996 welfare reform bill led to sweeping changes to the central U.S. cash safety net program for families with children. Importantly, along with other changes, the reform imposed lifetime time limits for receipt of welfare de facto ending the entitlement nature of cash welfare for poor families with children in the United States. Despite dire predictions about poverty and deprivation, the previous research shows that caseloads declined and employment increased, with no detectible increase in poverty or worsening of child-well-being. We re-evaluate these results in light of the severe recession which began in December 2007. In particular, we examine how the cyclicality of the response of program caseloads and family well-being has been altered by the implementation of welfare reform. We find that use of food stamps and non-cash safety net program participation have become significantly more responsive across economic cycles after welfare reform, going up more after reform when unemployment increases. By contrast, there is no evidence that cash welfare for families with children is more responsive after reform, and some evidence that it might be less so. There is some evidence that poverty increases more with the unemployment rate after reform (and no evidence that poverty increases less with unemployment after reform). We find that reform has led to no significant effects on the cyclical responsiveness of food consumption, food insecurity, health insurance, household crowding, or health.

This is the second in a series of books growing out of the annual Mid dlebury College Conference on Economic Issues. The second confer ence, held in April 1980, focused on goals and realities of welfare reform. The objectives of the conference were threefold: (1) evaluation of the antipoverty effort so far; (2) discussion of welfare reform alternatives; and (3) prediction of how new initiatives would change work behavior and productivity. During the time this country has been engaged in a "war on poverty," two massive efforts to reform welfare, Richard M. Nixon's Family As sistance Plan (FAP) and Jimmy Carter's Program for Better Jobs and Income (PBJI), were proposed. Both defined national benefit levels and featured a negative income tax. Both measures were defeated in Congress. More modest efforts at reform have, however, changed the economic landscape. Because of the rapid growth in cash and in-kind transfer programs, income poverty is no longer the serious problem that it was in 1964. In fact, looking at the proliferation of programs and the substantial surge in participation rates, some politicians have even advocated a period of government retrenchment. In 1971, the governor of California vii viii INTRODUCTION proposed (and implemented) a major welfare reform in an attempt to stem the rapid growth of welfare caseloads that began in his state in 1967-68. He argued that savings from administrative improvements could be used to raise benefits for the "truly needy.

Has economic reform hurt the poor in Africa? There is little disagreement that most African countries faced an economic crisis in the 1980s, characterized by worsening budget and balance-of-payment deficits, stagnant growth, and slow improvement in general indicators. Far less consensus exists, however, on the appropriateness and effectiveness of the macroeconomic and sectoral reforms these countries undertook in response to these conditions. More contentious still is the subject of this book: whether the poor are hurt, in absolute and relative terms, by the economic policies designed to restore macroeconomic stability, reinvigorate markets, and rationalize resource allocation in Africa. Critics claim that, while orthodox adjustment policies may make sense at the macro level, they have high social costs. Proponents deny that living standards have declined as a result of adjustment policies, arguing that any declines are due to other factors. The contributors to this volume employ empirical methods to separate the effects of the economic crises that induced countries to begin to adjust from the impact of the economic reforms themselves. This approach is more sophisticated than the standard comparison of economic performance and household welfare before and after reform, which attributes all changes to the reform process. With these models, the authors examine the impact of specific policy reforms - under the broad headings of trade and exchange rate, fiscal, and food and agricultural sector policy - in specific countries.
