Buku Mosaik Cendrawasih: Pembangunan dan Kesejahteraan menganalisis secara komprehensif kompleksitas persoalan pembangunan di Papua. Undang-Undang Otonomi Khusus (Otsus) Papua yang diberlakukan pada November 2001 merupakan salah satu upaya transformasi konflik untuk mengubah pendekatan keamanan dengan pendekatan pembangunan dan kesejahteraan melalui cara-cara afirmatif berlandaskan prinsip perlindungan, pemihakan, dan pemberdayaan terhadap orang asli Papua (OAP). Meskipun Otsus berjalan hampir dua dekade, tingkat kesejahteraan OAP yang menjadi target utama pembangunan belum tercapai secara merata, bahkan indeks Pembangunan Manusia (IPM) Papua dan Papua Barat masih berada di bawah rata-rata nasional. Potret marjinalisasi, diskriminasi, dan bentuk-bentuk represi masih sangat mudah ditemui di Papua. Papua yang sehat, cerdas, dan sejahtera secara menyeluruh masih memerlukan waktu panjang, apalagi bila elite politik (Pusat dan Daerah) tidak berkomitmen penuh untuk mengutamakan kebutuhan dasar masyarakat. Peran kelompok milenial Papua menjadi harapan baru dalam pembangunan Papua di masa depan dan menjadi subjek dalam proses "Papua Membangun". Dengan paradigma ini generasi muda Papua dimotivasi untuk berperan lebih aktif. Buku ini merupakan pemutakhiran Papua Road Map (2009 dan 2017) yang difokuskan pada aspek pembangunan ekonomi dengan memperhatikan korelasinya dengan aspek perdamaian dan kemanusiaan. Rancangan pembangunan Papua yang ideal harus bersifat inklusif dan berkelanjutan serta bebas dari nuansa dan praktik kekerasan. Dengan demikian, pembangunan Papua dapat menghasilkan kesetaraan (equality) dan keadilan (equity/justice) bagi masyarakat Papua. Pendekatan pembangunan Papua dapat dimulai dengan memperbaiki kondisi hari sebagaimana sekuen di dalam buku road map yang menjadi rujukan utama, yakni negotiating the past, improving the present, and securing the future.

The sources of the Papua conflict are grouped into four sets of issues. First, is the problem of the marginalization of indigenous Papuans, and the discriminatory impacts on them resulting from the economic development of, political conflicts in, and mass migrations to Papua since 1970. To respond to this problem, an affirmative policy of recognition must be developed to empower indigenous Papuans. The second issue is the failure of development, particularly in the fields of education, health, and people's economic empowerment. This requires a new paradigm of development, focused on improving public services for the welfare of indigenous Papuans in the villages. The third main problem is the contradictions that exist between Papuan and Jakartan constructions of political identity and history. This problem can only be settled through dialogue, along the lines of the dialogue that was conducted for Aceh. The fourth issue is accountability for past state violence toward Indonesian citizens in Papua. For this, a road to reconciliation must be cleared, on which courts of human rights and the disclosure of the truth are the means of choice for law and justice to be upheld in Papua, for the victims and their families in particular, and all Indonesian citizens of Papua in general. The above four issues and agendas can be woven together to form a mutually interrelated policy strategy for comprehensive long-term resolution of the Papuan conflict. The atmosphere of Reformasi, and the existence of the accommodative Law No. 21/2001 on Special Autonomy (UU Otsus), a responsive central government, as well as the very large size of Papua's budget, lead the LIPI team to have faith that the problems of Papua can be resolved with justice, peace and dignity.

Indonesia has been an electoral democracy for more than a decade, and yet the political landscape of the world’s third-largest democracy is as complex and enigmatic as ever. The country has achieved a successful transition to democracy and yet Indonesian democracy continues to be flawed, illiberal, and predatory. This book suggests that this and other paradoxes of democracy in Indonesia often assume occult forms in the Indonesian political imagination, and that the spirit-like character of democracy and corruption traverses into the national media and the political elite. Through a series of biographical accounts of political entrepreneurs, all of whom employ spirits in various, but always highly contested, ways, the book seeks to provide a portrait of Indonesia’s contradictory democracy, contending that the contradictions that haunt democracy in Indonesia also infect democracy globally. Exploring the intimate ways in which the world of politics and the world of spirits are entangled, it argues that Indonesia’s seemingly peculiar problems with democracy and spirits in fact reflect a set of contradictions within democracy itself.
