Mountain forest ecosystems provide a wide range of direct and indirect contributions to the people who live in the mountains and surrounding areas. Occupying steep slopes at high elevation, these ecosystems provide services such as stabilizing slopes, regulating hydrological cycles, maintaining rich biodiversity and supporting the livelihoods of those who are diverse in culture but vulnerable to poverty and food security. This paper (i) reviews several tools for assessing the sociocultural, economic and ecological values of mountain forest ecosystem services, (ii) demonstrates case studies of tool applications from several countries namely, Bhutan, India, Indonesia, Iran and Nepal, and (iii) discusses assessment challenges that should be considered in the application of these tools. In Bhutan, an application of benefit transfer showed that the average total value of forest ecosystem services was over USD 14.5 billion per year. In India, an application of stakeholder and household analyses indicated that a total of 29 different ecosystem services are available and sustain livelihoods of local communities near the Maguri Mottapung wetland. In Indonesia, an application of Q methodology identified anticipated benefits and concerns of forest watershed stakeholders related to certification applications for a payment for ecosystem services. In Iran, an application of the Integrated Valuation of Ecosystem Services and Trade-offs Tool showed that the regulation of ecosystem services has been declining in Hyrcanian forests despite the forests’ critical roles in the region. In Nepal, an application of a spatial analytical approach and participatory assessment techniques identified key mountain ecosystem services for community forests at the Charnawolti sub-watershed of Dolakha, and demonstrated forest restoration on degraded lands over the last two decades. Several challenges exist for the assessment of mountain forest ecosystem services and these must be reflected in assessment design. These challenges include the complexity of defining and classifying ecosystem services; limited availability of data on ecosystem services; uncertainties associated with climate change; complex relationships among services including trade-offs and synergies; and limitation of assessments to build successful payments for ecosystem services.

This no-holds-barred narrative of the failure of conservation in northern New England’s forests envisions a wilder, more equitable, lower-carbon future for forest-dependent communities Jamie Sayen approaches the story of northern New England’s undeveloped forests from the viewpoints of the previously unheard: the forest and the nonhuman species it sustains, the First Peoples, and, in more recent times, the disenfranchised human voices of the forest, including those of loggers, mill workers, and citizens who, like Henry David Thoreau, wish to speak a kind word for nature. From 1988 to 2016 paper companies sold their timberlands and closed seventeen paper mills in northern New England. Policy makers ceded veto power to large absentee landowners, who tried to preserve the status quo by demanding additional tax cuts and other subsidies for economic elites. They vetoed measures designed to restore and preserve forest health; at present, about half of the former industrial forests are classified as degraded, and the regional economy continues to be trapped in low-value commodity markets. This book operates as a case study of how a rural resource region can respond to a global economy responsible for climate change, habitat loss and degradation, and environmental injustice. Sayen offers a blueprint for restoring vast wildlands and transitioning to a lower-carbon, high-value-adding, local economy, while protecting the natural rights of humans, nonhumans, and unborn generations.

"In this report, the Commission calls for transformational culture change in its forest management practices. The U.S. Department of Agriculture (USDA) reported in December 2017 that approximately 27 million trees had died statewide on federal, state and private lands since November 2016. The tally brought to 129 million the number of trees that have died in California forests during years of drought and bark beetle infestations since 2010. During its review, the Commission found that California’s forests suffer from neglect and mismanagement, resulting in overcrowding that leaves them susceptible to disease, insects and wildfire. The Commission found commitment to long-lasting forest management changes at the highest levels of government, but that support for those changes needs to spread down not just through the state’s massive bureaucracy and law- and policymaking apparatuses, but among the general public as well. Complicating the management problem is the fact that the State of California owns very few of the forests within its borders – most are owned by the federal government or private landowners. Among the Commission’s nine recommendations, it urges the state to take a greater leadership role in collaborative forest management planning at the watershed level. The Good Neighbor Authority granted in the 2014 Farm Bill provides a mechanism for the state to conduct restoration activities on federal land, but state agencies must have the financial and personnel resources to perform this work. As part of this collaborative effort, it calls upon the state to use more prescribed fire to reinvigorate forests, inhibit firestorms and help protect air and water quality. Central to these efforts must be a statewide public education campaign to help Californians understand why healthy forests matter to them, and elicit buy-in for the much-needed forest treatments."--
