This Country Economic Memorandum reviews the significant changes Mozambique underwent in the last five years, specifying that to continue its rapid growth, and reduce its high levels of poverty, the country will need to adopt a new set of reforms. Such reforms, focused on increasing the profitability of agriculture, and promoting labor-intensive manufacturing activities, hold the best hope to move poverty into prosperity. Three factors - increased political stability, deep economic reforms, and foreign assistance - contributed to the positive developments. But the country still faces absolute poverty, particularly in rural areas, where infrastructure, and communications are lacking, aggravated by high illiteracy, and low life expectancy rates. Strengthening the macroeconomic environment will require a reform agenda, reducing the fiscal deficit by increasing tax revenues, while improving public spending. Moreover, the country's external position continues to be vulnerable, thus the external balance needs to be strengthened. Therefore, infrastructure recovery, namely roads, would facilitate rural trade, as will alternative mechanisms not based on trade restrictions, to address food security concerns, and promote improvements in productivity. Strategic actions to prod private sector development, and increase flexibility in the labor market should be decisive, to enhance as well education, and health.

Mozambique has experienced rapid growth for over two decades. Growth accelerated remarkably following the end of the civil war, averaging 7.9 percent over 1993-2015, among the highest in sub-Saharan Africa (SSA). However, growth decelerated sharply following the hidden debt crisis in 2016, which led to a crisis of economic governance and a protracted economic slowdown, with growth falling to 3 percent in 2016-2019. The growth slowdown has been further exacerbated by the natural disasters in 2019, the insurgency in Northern Mozambique, escalating since 2017, and the global pandemic since 2020. Mozambique's existing growth strategy has been limited in its capacity to generate productive jobs and support accelerated poverty reduction. However, the discovery of some of the largest natural gas (LNG) reserves in the world is expected to provide Mozambique with a transformative opportunity for sustained and inclusive growth. The Mozambique Country Economic Memorandum (CEM) assesses Mozambique's current growth model and presents a set of recommendations to: (i) make the best use of the non-renewable natural resource revenues, which includes putting in place an adequate policy and institutional framework well ahead of the revenue windfalls from the LNG sector; and (ii) promote growth in non-extractive sectors, accompanied by spatial transformation, and improved agricultural productivity. The report consists of five chapters. Chapter one provides an overview of Mozambique's current growth model, asking what's driving growth and outlining why this model needs rethinking. Chapter two provides analysis of the potential impact of Mozambique's resource boom on GDP, exports, revenue, and employment, and discusses how to make good use of the opportunities and manage the associated risks. Chapter three tells Mozambique's growth story from a spatial perspective. It constructs a unique district-by-district sectoral GDP database to identify the main growth nodes in Mozambique and understand why there is a weak link between growth and poverty reduction. The services sector is the subject of chapter four, exploring how to overcome bottlenecks to deliver on its potential to drive growth in Mozambique. Chapter five continues this theme, examining the challenges posed to private sector growth by weak governance and rising corruption. All five chapters make policy recommendations for the way forward.

Mozambique has staged a dramatic recovery from the damage of the civil war, improving infrastructure nearly to pre-war levels; reducing poverty from 69 to 54 percent; growing the economy by 8 percent annually between 1996 and 2003; expanding the agricultural, tourism construction and manufacturing sectors; and attracting mega-projects in aluminum smelting, natural gas, and titanium mining, and this tripling exports. Another factor which was a precondition for all of the above is the fact that the country was successful in bringing about reconciliation, ending the civil war, and in managing potential conflicts since that time. Mozambique has just had its third general and presidential election. Nevertheless the country remains poor, infrastructure is inadequate, there are serious unmet education and health needs, and poverty rates remain high. This Memorandum examines the growth-poverty linkage, using a wide variety of data sources, including the recently completed national household survey (2002/3). It has sought to understand the sources of growth in the recent past, to evaluate the prospects for growth in the next decade, to examine the likely implications for poverty, and to outline the policies that will be needed to achieve further growth and poverty reduction. The Country Economic Memorandum also examines the relevance of natural resource management to growth and poverty objectives.

This assessment, reflecting poverty's many dimensions in Mozambique, combines multiple disciplines and diagnostic tools to explore poverty. It draws on a combination of approaches and tools from three separate analytical diagnostics developed by the World Bank: poverty assessment, country gender assessment, and country social analysis. It uses monetary, human, and social indicators and combines quantitative and qualitative approaches to understand trends in poverty and the dynamics that shape them. The objective is to support the development and implementation of pro-poor policies that really work by taking poverty's multiple dimensions into account. Because Mozambique has not collected nationally representative household survey data measuring poverty status and outcome indicators since 2003, the report focuses primarily on the changes in poverty and household community welfare through that year. When data are available after 2003, the assessment uses them, including data from a special non representative survey developed for this report-the poverty and vulnerability survey. The starting point for the analysis uses multiple quantitative and qualitative indicators that describe levels of and changes in opportunities and outcomes for households and communities in Mozambique since 1997.
