The complaint against Mr Brian Binley, MP for Northampton South, was that he claimed against the Additional Costs Allowance (ACA) for a property in Pimlico, London, which he rented from a company in which he and his wife have an interest. This rental was from February 2006 until April 2009. The Department of Finance and Administration (DFA) had approved his plans in November 2005, but the rules changed in 2006 and the DFA informed Mr Binley in March 2006 that it was no longer able to approve the proposed arrangements. He challenged this decision, and it was agreed in June 2006 that he could claim until the end of the 2006-07 financial year but would then have to make alternative arrangements. The Commissioner for Standards found that Mr Binley took no significant action until February 2008. After further discussion and appeals in 2008 and 2009, it was agreed that the House would continue to meet the costs of renting the flat until 30 April 2009. Mr Binley vacated it on 25 April 2009. The Commissioner found that Mr Binley had breached the rules from March 2007 until April 2009 because he did not act on the DFA's clear instructions in June 2006. The Committee agrees he has breached the rules, and must apologise unequivocally in writing and repay a sum of £1500. The fact that he made no personal financial gain, and that the DFA had failed to enforce its ruling of June 2006, are mitigating factors.

This report examines how the Post Office closure programme is being implemented and areas where it could be improved. The Network Change Programme began in July 2007 and the final consultation is scheduled to end in October 2008. This challenging timetable has meant that consultation has been curtailed, and the whole process has been rushed. The Committee does not accept that a reduction to 7,500 offices is acceptable, and a minimum of 11,500 fixed outlets is recommended. Post Office Ltd should be clearer in its approach to public consultation about closures. The Committee is also concerned that access criteria - proximity of population to offices, local transport and geographical constraints - have not been fully taken into account, nor the principle of services being fully accessible to all. The process has been improving with more experience, but there is still room for further improvement and clarity.

The Government's commitment to increasing access to published research findings and its desire to achieve full open access are welcomed in this report from the Business, Innovation and Skills Committee. However, whilst Gold open access - where authors publish their articles in an open access journal that provides free immediate open access to all of its articles on the publisher's website - is a desirable ultimate goal, focusing on it during the transition to a fully open access world is a mistake. The Government and Research Council UK should reconsider their preference for Gold open access during the five year transition period, and give due regard to the evidence of the vital role that Green open access and repositories have to play as the UK moves towards full open access. (Authors opting for Green open access publish in any subscription journal, and then make their peer-reviewed final draft freely accessible online by self-archiving or depositing the article in a repository (either institutional or disciplinary) upon acceptance for publication.) Other recommendations include: promotion of standardisation and compliance across subject and institutional repositories; mitigation against the impact on universities of paying Article Processing Charges out of their own reserves; introduce a reduced VAT rate for e-journals; non-disclosure clauses should not be used in publishing contracts that include the use of public funds; BIS must review its consultation processes to ensure that lessons are learned from the lack of involvement of businesses, particularly SMEs, in the formation of open access policy

This report sets out the Committee's recommendations on the Crossrail Bill (published as HCB 2, session 2006-07; ISBN 0215707877) following a number of public hearings and consideration of cases presented on petitions made against the Bill and against additional provisions deposited by the Government.
