O que o planejamento e a gestão das cidades não devem permitir e o que elas não podem ser – e o que elas poderiam e deveriam ser? Em Mudar a Cidade – Uma Introdução Crítica ao Planejamento e à Gestão Urbanos, o autor propõe uma reflexão sobre a questão urbana brasileira. A crescente complexidade dos problemas urbanos carece de opções estratégicas, em um país onde cerca de 80% da população vivem em cidades e vilas. A reincidência do fracasso da promoção da justiça social, ressalta o autor, culminará na reprodução da atual miséria no futuro; daí a urgência de os diversos segmentos da sociedade atuarem em conjunto para “mudar a cidade”. Dividida em quatro partes, a obra expõe inicialmente as questões pertinentes ao planejamento, reforma e gestão das cidades. Em seguida, Marcelo Lopes de Souza explicita as principais correntes do planejamento urbano no Brasil e no exterior, destacando os traços comuns e as controvérsias. O penúltimo capítulo analisa os instrumentos de planejamento e gestão urbana (tributos, zoneamento, regularização fundiária e os orçamentos público e participativo). Por último, o autor inclui os relatos e as análises relacionadas às experiências bem e mal-sucedidas em cidades brasileiras, tais como: Porto Alegre, Angra dos Reis, Recife, Rio de Janeiro e Curitiba. Estudantes de graduação e pós-graduação, além de pesquisadores de diversas áreas das ciências sociais – Arquitetura/Urbanismo, Geografia e Sociologia, Antropologia, Economia e Ciência Política – , constituem o público alvo deste livro.
