Can multiculturalists be egalitarians and should egalitarians be multiculturalists? Is the absence of cultural recognition an injustice in the same way as the absence of individual rights or basic resources? These are some of the questions considered in this wide-ranging series of essays inspired by the political philosopher Brian Barry. Multiculturalist political theorists and policy-makers argue that liberal egalitarianism fails to take seriously the role of culture and group identity in defining harms and cases of injustice. Because liberal egalitarians adopt a culturally neutral account of what principles and institutions of justice should distribute, they ignore an important way in which these norms actually reinforce injustice rather than eradicate it. A whole host of thinkers have used liberal egalitarianism's neutrality on issues of culture to criticize contemporary theories of justice. This multicultural challenge to liberal egalitarianism has recently received a forceful response from Barry in his book Culture and Equality. This book is about multiculturalism, broadly defined as the recognition, respect and accommodation of cultural differences. Teo proposes a framework of multicultural denizenship that includes group-specific rights and intercultural dialogue, by problematising three issues: a) the unacknowledged misrecognition of non-citizens within the scholarship of multiculturalism; b) uncritical treatment of citizens and non-citizens as binary categories and; c) problematic parcelling of group-specific rights with citizenship rights. Drawing on the case of Singapore as an illustrative example, where temporary labour migrants are culturally stereotyped, socioeconomically disenfranchised and denied access to rights accorded only to citizens, Teo argues that understandings of multiculturalism need to be expanded and adjusted to include a fluidity of identities, spectrum of rights and shared experiences of marginalisation among citizens and non-citizens. In 1971 Canada was the first nation in the world to establish an official multiculturalism policy with an objective to assist cultural groups to overcome barriers to integrate into Canadian society while maintaining their heritage language and culture. Since then Canada’s practice and policy of multiculturalism have endured and been deemed as successful by many Canadians. As well, Canada’s multiculturalism policy has also enjoyed international recognition as being pioneering and effectual. Recent public opinion suggests that an increasing majority of Canadians identify multiculturalism as one of the most important symbols of Canada’s national identity. On the other hand, this apparent successful record has not gone unchallenged. Debates, critiques, and challenges to Canadian multiculturalism by academics and politicians have always existed to some degree since its policy inception over four decades ago. In the current international context there has been a growing assault on, and subsequent retreat from, multiculturalism in many countries.
