The frequency of displacement in Kenya has been rising over the last two decades, yet durable solutions have become increasingly difficult to achieve. Internally displaced populations sometimes find themselves in protracted displacement. The main and most devastating cause of internal displacement in Kenya is politically-motivated ethnic violence, which tends to recur during general elections held every five years. According to government records, over 660,000 people became internally displaced during the 2007 political crisis, while over 640 families crossed the border into Uganda. Out of the more than 660,000 people displaced, the government considers that over 300,000 or around 47 percent have been 'integrated' in communities across the country. The term 'integrated' IDPs in the Kenyan context refers to IDPs living outside of camps. While this study also uses the term in this way, it is important to point out that this does not imply that 'integrated IDPs' have necessarily found a durable solution. The multiple causes of displacement suggest that the number of IDPs in Kenya remains significant, yet solutions are elusive for many. Following the formal closure of camps in 2010 and widespread public perception that persons still claiming to be displaced are imposters or 'fake IDPs,' there are only a few officially-recognized IDP settlements. The majority of Kenya's IDPs live outside of camps. This report discusses the situation of IDPs outside of camps in Nairobi and Eldoret municipalities.

The Kurdistan region of Iraq is facing an economic and humanitarian crisis as a result of the influx of Syrian refugees which began in 2012 and internally displaced persons (IDPs) in 2014. The region's population increased by 28 percent over a short period, placing strains on the local economy, host community, and access to public services. This book provides national and regional policy makers with a technical assessment of the impact and stabilization costs needed for 2015 associated with the influx of refugees and IDPs. The stabilization cost for 2015 is estimated at US$1.4 billion in additional spending above and beyond the region's budget. This estimate could significantly increase should the crisis persist longer. The study highlights how prices and unemployment have increased, and refugees and IDPs entering the labor market are pushing wages down. A surge in violence led to supply side shocks. The ISIS crisis has had a significant effect on trade of goods and services. Transportation routes were disrupted. Foreign direct investment flows have declined and operations of foreign enterprises have been adversely affected. Disruption of public investment projects have had a negative impact on the economy. Based on the World Bank estimates, economic growth contracted by 5 percentage points in the region and the poverty rate more than doubled, rising from 3.5 percent to 8.1 percent. While the government has been responsive to addressing the needs of the displaced population up until now, more resources are needed to avert this humanitarian crisis and address the needs of the displaced population in the medium- and long-term. The report is an outcome of close collaboration between a wide spectrum of World Bank experts and regional government institutions and international partners.

Revisiting the thinking on vulnerability to HIV and risk of infection, this book provides better understanding by considering the risk of HIV infection alongside notions of personal and collective resilience, dignity and humiliation. The work shows that young people in the urban slum dignify their world and, in doing so, establish priorities and draw on a set of references oftentimes intelligible to them alone. Moreover, humiliation, as an interpersonal event, adds to a sense of vulnerability and lies closely behind choices directly affecting personal health and livelihood. Thus, dignity and humiliation are shown for the first time to have a critical role in health seeking and risky behavior related to HIV, and this is an area in great need of further research. The crucial focus of this work is further emphasized by the rapid growth of urban slums, and high rates of HIV among both slum dwellers and young people, who continue to bear the brunt of the AIDS epidemic, thirty years on. This comprehensive literature review provides a compelling argument that the time is right to further explore the nexus of risk and resilience from a people-centered perspective. Fresh insight is critical to reach the goal of ending AIDS by 2030.

At the start of 2014, more people were displaced globally by conflict and human rights violations than at any time since the Second World War. Building on global interest in migration development, the volume draws attention to one of the most important migration systems in sub-Saharan Africa. It reviews South Africa’s approach to international migration in the post-apartheid period from a regional development perspective, highlighting key policy issues, debates, and consequences. The authors find at least three areas where migration is resulting in important development impacts. First, by offering options to those affected by conflict and crises in a region that has limited formal disaster management and social protection systems. Second, by mitigating shortcomings and distortions in regional labour markets. Third, by providing support to struggling rural economies and ever expanding urban areas in terms of livelihoods and social capital transfers. Chapter One consists of a study of the country’s historical experience of migration and, in particular, analyses the changes in official attitudes throughout the twentieth century, indicating the roots of contemporary ideas and policy dilemmas. The world faces more than 60 million people displaced by armed conflict and disasters as of 2022. Climate change is set to trigger large-scale displacement in the future. Internal Displacement and the Law discusses to what extent the present law can contribute to preventing, responding to, and resolving internal displacement and protecting the rights of these internally displaced persons (IDPs). It also identifies its weaknesses and examines ways to improve action. The book's analysis reflects the realities of internal displacement and the challenges faced by displaced individuals and communities, their hosts, governments, and international actors. Assessing the UN Guiding Principles on Internal Displacement and the Kampala Convention on the Protection and Assistance of Internally Displaced Persons in Africa, this enlightening volume investigates the relevance of international human rights and humanitarian law to the problem of displacement with an eye toward durable solutions.
