B. die durch die innen- und außenpolitischen, die wirtschaftlichen bis hin zu den kulturellen Aspekten der gemeinsamen Geschichte definierten Spannungsfelder in den Interaktionen beider Parteien, um an dieser Stelle nur einige der wichtigsten zu nennen, wird in einer breit gefächerten und umfangreichen Literatur thematisiert. Als Beispiele für die oben genannten Kategorien können zum einen Bestimmungsfaktoren im innenpolitischen Leben auf der jeweiligen Seite, welche die politische Haltung gegenüber der anderen Seite maßgeblich beeinflussen, genannt werden; zum anderen ist auch die direkte oder indirekte Rolle außenstehender Akteure relevant. In der Volksrepublik werden in diesem Zusammenhang Mitglieder der Kommunistischen Partei Chinas (KPCh), die eine Verbesserung ihrer Machtposition vis-a-vis der obersten Parteiführung bezwecken, oder aber Mitglieder der Volksbefreiungsarmee (VBA), die sich eine großzügigere Ressourcenzuteilung von einer solchen Strategie versprechen.2 Auf Taiwan wird wiederum die Suche nach einer geeigneten, d. h. die Wahrung der sicherheitspolitischen und wirtschaftlichen Interessen der Insel gewährleistenden China – Politik, welche ihrerseits zwischen einer formalen staatlichen Souveränität und einer weitgehenden Annäherung an die Volksrepublik mit dem expliziten Verzicht auf eine Unabhängigkeitserklärung pendelt, als derjenige Faktor definiert, der das politische und nicht zuletzt wirtschaftliche Leben dominiert. Das Einwirken außenstehender Akteure, hauptsächlich der USA im Rahmen eines Versuchs, ihre relativ zu China schwächer werdende Position in Südostasien zu verbessern und somit ihr Einflussgebiet vor einem neuen lokalen Hegemon zu schützen, auf diese Konstellation, stellt schließlich eine weitere Determinante für die Verschiebungen im wechselseitigen Verhältnis dar. Der wirtschaftliche Aspekt wird einerseits durch die vielfältigen Verflechtungen und Abhängigkeitsverhältnisse zwischen den beiden Volkswirtschaften, andererseits durch die daraus resultierenden sicherheitspolitischen Risiken vor allem für Taiwan als die relativ schwächere Seite bestimmt. The development of EU enlargement has raised many thorny issues unanticipated by the framers of the EC Treaty. A significant upshot of these issues is that the concept of European identity – defined in terms of such factors as culture, history and economics – has supplanted the long-dominant theme of ‘widening and deepening,’ particularly since the Union’s expansion has become primarily eastward. The major contribution of this important book lies in its analysis of the conceptualization and perception of enlargement from various points of view, focusing on the concerns of stakeholders and the ‘identity’ conflicts and uncertainties incurred by enlargement initiatives. In the course of its presentation, it details the actual pre-accession Europeanization process and its complex history. Among the key elements discussed are the following: the conflict between ‘widening’ and ‘deepening’ and the effect on EU institutional reform; institutional requirements on candidate countries; pre-accession criteria and negotiations; administrative capacity, judicial capacity, and legal approximation in accession states; capacity of the EU to absorb new Member States; and EC law as part of European identity.
