This study of the environmental potential and performance of the institutions created by the North American Free Trade Agreement (NAFTA) represents a contribution to a project that will design a framework to permit the ongoing monitoring of the environmental changes occurring throughout North America in the wake of NAFTA and the side agreements negotiated in conjunction with it. The study examines the way NAFTA's economic institutions have moved to fulfil their responsibilities and potential for environmental enhancement specified in the NAFTA text and have acted synergistically with NAFTA's environmental institutions. Specifically, it identifies and assesses their achievements during their first three years and evaluates how they might be built upon in the future. Institutions examined include the Free Trade Commission, the Transportation Consultative Group, the Health Group, and the Commission for Environmental Cooperation. Appendices include a list of NAFTA's intergovernmental bodies and working groups.

The North American Free Trade Agreement (NAFTA) was bold and controversial from the start. Twenty years after NAFTA, the consensus seems to be that the regional project in North America is dead. The trade agreement was never followed up by new institutions that might cement a more ambitious regional community. The Security and Prosperity Partnership (SPP), launched with some fanfare in 2005, was quietly discontinued in 2009. And new cooperative ventures like the US‐Canada Beyond the Border talks and the US‐Mexico Merida Initiative suggest that the three governments have reverted to the familiar, pre‐NAFTA pattern of informal, incremental bilateralism. One could argue, however, that NAFTA itself has been buried, and yet the region somehow lives on, albeit in a form very different from regional integration in other parts of the world. A diverse group of contributors, from the United States, Canada, and Mexico, with experience in academia, government service, think tanks and the private sector bring to bear a sophisticated and much needed examination of regional governance in North America, its historical origins, its connection to the regional distribution of power and the respective governments’ domestic institutions, and the variance of its forms and function across different issue areas. The editors begin by surveying the literature on North American regional politics, matching up developments there with parallel debates and controversies in the broader literatures on comparative regional integration and international policy coordination more generally. Six contributors later explore the mechanisms of policy coordination in specific issue-areas, each with an emphasis on a particular set of actors, and with its own way of characterizing the relevant political and diplomatic dynamics. Chapters on the political context for regional policy coordination follow leading to concluding remarks on the future of North America. At a time when scholarly interest in North America seems to be waning, even while important and interesting political and economic developments are taking place, this volume will reinvigorate the study of North America as a region, to better understand its past, present and future.

The North American Free Trade Agreement (NAFTA) ranks at the top of anyone’s list of the most controversial trade deals of all time. Reviled by critics as unfair and as a job destroyer, praised by its defenders as having a documented record of success in spurring economic growth, NAFTA reduced tariff barriers to zero for the United States, Mexico, and Canada and led to a tripling of trade among these three countries over the last 23 years. The Peterson Institute for International Economics (PIIE) has abundantly detailed the many gains and acknowledged costs of NAFTA in numerous publications. Now that President Donald Trump has launched a renegotiation of NAFTA—having at least for the moment abandoned his 2016 campaign pledge to cancel the pact outright—the fundamental question is: Can such a renegotiation produce a positive result? A broad range of experts who have contributed to this PIIE Briefing say “yes.” The new negotiations can succeed only if they focus on how the agreement can be updated and upgraded, however. NAFTA can be modernized only if President Trump’s zero-sum “America First” agenda is replaced by one that seeks to benefit all three countries and improve their competitiveness in an increasingly competitive global economy. Prioritizing American interests is of course essential in any US trade negotiation. But an obsessive concern about bilateral trade balances and narrow special interests in the United States, as opposed to broader national and regional interests, would not only deadlock the negotiations but also likely lead to inferior outcomes for all three countries, or even a breakdown in the talks and an abrogation of the agreement. And walking away from NAFTA altogether would be disastrous for consumers, producers, and retailers in the United States. As argued in several chapters of this Briefing, abandoning NAFTA would degrade regional competitiveness and terminate jobs across North America, undoing the integration achieved since the agreement’s inception.
