The dissolution of Yugoslavia and the tragic wars that followed continue to engage scholars throughout the region and the world. Ever since the fall of Slobodan Miloševic, the Scholars’ Initiative, an international consortium of over 250 scholars, has endeavored to study the period 1986-2000 as critically and objectively as possible. It believes that ongoing research, discussion, and publication of its work will help bridge the chasm that separates serious historical scholarship from those interpretations that nationalist politicians and media in the former Yugoslavia have impressed on their populations. This collection of articles reflects new research by ten of the Initiative’s scholars and offers analysis of a wide spectrum of issues. It examines the roots of the violent collapse of Yugoslavia, considers the impact of the dissolution on minority groups, tackles some of the controversies concerning Kosovo, evaluates the most recent evidence in the controversy concerning responsibility for the deadly artillery attacks against civilians during the long siege of Sarajevo, assesses the performance of the International Criminal Tribunal for the former Yugoslavia in its trial of Miloševic, and examines the very sensitive process in Serbia of facing its violent past in the aftermath of the tragedy. This book was previously published as a special issue of Nationalities Papers.

The tumultuous history of the Balkans has been subject to a plethora of conflicting interpretations, both local and external. In an attempt to help overcome the stereotypes that still pervade Balkan history, Battling over the Balkans concentrates on a set of five principal controversies from the precommunist period with which the region’s history and historiography must contend: the pre-1914 Ottoman and Eastern Christian Orthodox legacies; the post-1918 struggles for state-building; the range of European economic and cultural influences across the interwar period, as opposed to diplomatic or political intervention; the role of violence and paramilitary forces in challenging the interwar political regimes in the region; and the fate of ethnic minorities into and after World War II, particularly Jews, Muslims and Roma. In an attempt to give a voice to eminent local authors, the chapters provide samples of new regional scholarship exploring these contested issues—most of them translated into English for the first time—and are prefaced with historiographical overviews addressing the state of the debate on these specific controversies. These translations help bridge the language barriers that often separate scholarly traditions within Southeast Europe, as well as scholars in Southeast Europe and English-speaking academia. This volume will enable readers to identify common patterns and influences that characterize the writing of history in the region, and will stimulate new transnational and comparative approaches to the history of the Balkans.

Key issues surrounding the composition and recording of folklore include its frequently intensely political aspect and it preoccupation with chimerical cultural authority. These issues are dramatically displayed in Soviet epic compositions of the 1930s and 1940s, the so-called noviny (“new songs”), which took their formal inspiration to a great extent from traditional Russian epic songs, byliny (“songs of the past"), and their narrative content from contemporary political and other events in Stalinist Russia. The story of the noviny is at once complex and comprehensible. While it may be tempting to interpret the excrescences of Stalinism as unique aberrations, the reality was often more complicated. The noviny were not simply the result of political fiat, an episode in an ideological vacuum. Their emergence occurred in part because of specific trends and controversies that marked European folklore collection and publication from at least the late eighteenth century on, as well as because of developments in Russian folkloristics from the mid-nineteenth century on that assumed perhaps exaggerated proportions. The demise of the noviny was equally mediated by a host of political and theoretical considerations. This study tells the story of the rise and fall of the noviny in all its cultural richness and pathos, an instructive tale of the interaction of aesthetics and ideology.
