The Capability Review programme was launched in 2005 to assess and compare systematically, for the first time, individual departments' organisational capabilities and ability to deliver their objectives. This National Audit Office report finds that the programme has led to evidence of greater capability in departments, but departments have yet to show that the programme has had an impact on outcomes in delivering public services. Action to tackle weaknesses in capability is now a prominent feature of board business and every department has a board member leading its review response. However, there is some uncertainty in departments about whether, or how, the programme will continue, risking a loss of momentum. The first-round reviews found common weaknesses in board leadership, determining the best way for delivering public services and staff skills. There is now evidence of improved capability, particularly in boards' visibility and cohesion. The report also finds: Capability Reviews are encouraging departments to work together while at the same time sharpening their focus on comparative performance; Capability Reviews focus on departments, but services are often implemented by external agencies which are not covered directly by reviews; and there is no benchmarking of departments' capabilities against external organisations, which might offer examples of best practice.

Assurance For Major Projects written by Great Britain: National Audit Office and has been published by The Stationery Office this book supported file pdf, txt, epub, kindle and other format this book has been release on 2012-05-02 with Business & Economics categories.

This National Audit Office report is on assurance for major government projects, such as the introduction of large IT systems, the construction of ships and helicopters and major changes to how services are delivered. There are 205 projects in the Government Major Project Portfolio, with a combined whole-life cost of £376 billion, and annual cost of £14.6 billion. Thirty nine of those projects have a delivery confidence rating of 'red' or 'amber/red'. The report supports the changes that government has made to the central assurance system for such projects - in particular, the launch of the Major Projects Authority - and finds that they have resulted in some significant impacts. However, the system is not yet 'built to last'. Processes need to be formalised, and the Authority, HM Treasury and departments need to co-operate more if these improvements are to continue. Transparent reporting of project data would also create a more effective and enduring system. An effective central system that gives assurance over project progress is critical for ensuring successful outcomes. Capacity constraints have had an impact on the effectiveness of the assurance system. The Authority is reporting on 160 more projects as part of the portfolio and carrying out more in-depth assurance work, but has 40 per cent fewer staff than the body it replaced. As a result, processes for sharing project lessons and for continuously improving the system remain informal, and there is overdependence on key individuals in the system.

Reorganising Central Government Bodies written by Great Britain: National Audit Office and has been published by The Stationery Office this book supported file pdf, txt, epub, kindle and other format this book has been release on 2012-01-20 with Political Science categories.

Through the Public Bodies Reform Programme, run by the Cabinet Office, departments are taking over the functions of 65 public bodies and transferring those of another three to local government. They are also abolishing more than a half of their advisory bodies to strengthen ministers' ultimate responsibility for policy decisions. Departments propose to abolish 262 bodies, by such means as mergers, transfers out of government and ceasing functions. It is also intended to secure a reduction of £2.6 billion over the spending review period 2011-12 to 2014-15 in ongoing funding for administration in public bodies. A third of this (34 per cent or £0.9 billion) comes from just two changes: the closures of the Regional Development Agencies and the education body Becta. Annual estimated savings achieved by 2014-15 are likely to continue at between £800 million and £900 million. According to the National Audit Office, however, departments' estimates of £425 million for transition costs will actually be at least £830 million. Departments will therefore need to find gross savings of around £3.5 billion. There is also concern that there is an insufficient grasp of the ongoing costs of functions transferred to other parts of government. A third of all money spent by bodies in the Programme (£20.6 billion) will be subject to greater accountability to elected politicians, but most (£43.2 billion) will remain at arms-length. Despite greater accountability being the Programme's primary intended benefit, only one of the six departments examined had proposals for a well-defined, though basic, measure of success for it

Improving Government Procurement written by Great Britain: National Audit Office and has been published by The Stationery Office this book supported file pdf, txt, epub, kindle and other format this book has been release on 2013-02-28 with Political Science categories.

Since 2010, the government has made a number of changes to its procurement structures and processes. There have been signs of good progress in key areas: expenditure on common goods and services is more centralised; participation by small and medium enterprises (SMEs) has increased; and the Government Procurement Service is an improvement on its predecessor. The creation of a Chief Procurement Officer and associated positions has formed clearer lines of responsibility at the centre, and the Cabinet Office now has a firmer grip of procurement expenditure. Overall, the NAO expresses confidence in the Service's reported savings of £426 million in 2011-12 as a result of reductions in price owing to centralised procurement. Nevertheless, there have been problems in implementing the reforms, including ineffective governance structures, unrealistic targets, incomplete data and weaknesses in contract management. Government is not maximising the potential for savings through centralised procurement. There are some operational issues with GPS's management of the central contracts, with departments raising concerns about the inconsistency of contract management and the quality of customer service. And some weaknesses in implementation mean that the centralised approach is not releasing procurement resources in departments as originally expected. Roles and responsibilities for day-to-day contract management are unclear and there are inadequate mechanisms by which departments and the centre of government can hold each other to account. The Cabinet Office will have to lead a major cultural shift across government if the centralising of buying goods and services is to deliver the significant benefits on offer.

The Government's first mutual joint venture MyCSP, which administers pensions for 1.5 million civil service employees, has the potential to be good value for money with a projected saving of 25 per cent on costs after seven years. However, the complexity of the deal combined with poor quality of data, initial planning, and infrastructure meant that it took the Cabinet Office longer than intended to finalise the transaction. Furthermore, the Department and MyCSP still face many large challenges in transforming the service. The biggest challenge is improving data to support the implementation of the new 2015 pension scheme. The deal is projected by the Department to reduce the cost of administration by 25 per cent, to £13 per member per year by 2019. Scheme members should receive a better quality of service as a result of significant investment in the business by the private sector partner, Equiniti Paymaster, and a payment mechanism that penalizes MyCSP if it misses the service standard levels in the contract. The deal also means that MyCSP now has a credible plan to meet the challenges of the 2015 civil service pension reforms, including data improvement. The Department did not initially make the most of the opportunities to learn from this transaction as a pathfinder, but has now reviewed the lessons learned from executing the transaction and has put in place an evaluation strategy. The Cabinet Office must now ensure it evaluates the longer-term comparative performance of MyCSP and captures and disseminates the lessons learnt from the deal.
