National education, in the glimmering dawn of order, means more than the actual facilities for instruction at the disposal of the nation at any time. It means, by comparison with the practice of other countries, the business-like adaptation of those facilities by central and devolved authority to meet the requirements of the people in all its classes, to develop their interests, to create opportunities for such development, and to foster them as occasion may arise.
