This book is designed for the general reader, one who is concerned about how our federal government makes domestic policy. But it also is designed for those who, because of their work or interests, are concerned specifically about the making of national health policy and for students training for professions in or related to the health care field. The book examines the impact of federal policy upon the health care system, and why that policy is what it is. The focus of the book is on efforts over the past twenty years to begin a program of national health insurance (NHI), and on how and why those efforts have come to naught. But because the campaign for NHI is only the most visible aspect of national health policy, the book attempts to reach beyond to explore other major aspects of the making of that policy. The history of the federal involvement in delivering and supporting health care and related efforts is described as a way of giving a more detailed view of how federal policy has developed. The book also examines the impact that technological developments in the health care arena are having on national health policy and the problems that are on the horizon if the federal government continues to absorb the cost of very expensive care for a relatively small group of people, such as it does for those with kidney disease. It is a very touchy issue.
