This manual describes the development of the surveys fielded in 2003 under the National Household Education Surveys Program (NHES: 2003). It describes how the questionnaires were designed, how the samples were developed, data collection experiences, and file information needed to analyze the NHES: 2003 data sets. The surveys fielded as part of NHES: 2003 were the Parent and Family Involvement in Education survey and the Adult Education for Work-Related Reasons survey. The National Household Education Survey (NHES) reports on the condition of education in the United States by collecting data at the household level rather than using a traditional, school-based data collection system. The surveys attempt to address many current issues in education, such as preprimary education, school safety and discipline, adult education, and activities related to citizenship. This survey included two topical survey components. The Parent and Family Involvement in Education (PFI) Survey (Part 1) addressed homeschooling, school choice, types and frequency of family involvement in children's schools, school practices to involve and support families, learning activities with children outside of school, and the involvement of nonresidential parents. The Adult Education for Work-Related Reasons (AEWR) Survey (Part 2) collected information about participation in college and university degree or certificate programs taken for work-related reasons, postsecondary vocational/ technical diploma or degree programs taken for work-related reasons, apprenticeships, work-related courses, and work-related informal learning. This E.D. TAB report presents selected data on adults' participation in work-related educational activities in the United States over a 12-month period from 2002-03. These data are from the Adult Education for Work-Related Reasons Survey of the 2003 National Household Education Surveys Program. Interviews were conducted with a nationally representative sample of the civilian, non-institutionalized population age 16 or older who were not enrolled in grade 12 or below. Data were collected from early January through April 2003. A total of 12,725 telephone interviews were completed with adults representing a weighted total of 206,532,725. The weighted unit response rate was 76 percent and item non-response rates for most of the variables were 3 percent or lower. Additional details about the survey, response rates, and more are provided in appendix A at the back of the report.
