"This monograph traces the National Space Program and its confusing history from the 1950s to the 1980s. Its focus is the Government agencies charged with leading this nation's public and military programs, the National Aeronautics and Space Administration (NASA) and the Department of Defense (DOD), respectively. Although the legal role each agency plays can be found in the Space Act of 1958, the programs each pursues are most governed by national space policy. Thus, the central theme of this work is civilian and military space policies and the organizational changes that have been required to implement them. The introduction and chapter 1 review events and influences that have been part of the complex space policy formulation process. Chapter 2 presents a rather detailed evolution of the National Space Program through past administrations for an understanding that is essential to put current issues into proper perspective. To keep this work unclassified, there is no mention of the intelligence community's space work, and program-specific data on military space systems are kept to a minimum."--from Preface, page vii.

Ever since the completion of the Apollo program, there has been a lack of consensus about the future of human spaceflight. The Columbia tragedy in February 2003 rekindled public debate about this question. In November 2003, the Space Studies Board and the Aeronautics and Space Engineering Board organized a workshop to explore aspects of the question, what should be the principal purpose, goals, and priorities of the U.S. civil space program? This report presents a factual summary of that workshop, which identified past lessons learned and guiding principles for the future of the civil space program. Seven broad themes emerged from the workshop, and these themes are highlighted in the report. The report also presents discussions of strategies for the human spaceflight program and guiding principles of and boundary conditions for a 21st century space policy.

This book presents the first-ever comprehensive analysis of ASEAN space development programs. Written by prominent actors in the region, it goes beyond a mere exposé of the history, current status and future plans of ASEAN space technology development and utilization programs, by analyzing the conditions in which a space program can be initiated in the region. It does so in two ways: on the one hand, it questions the relevance of and motivations behind the inception of space development programs in developing countries, and on the other hand, it focuses on the very specific context of ASEAN (a highly disaster-prone area shaped by unique political alliances with a distinctive geopolitical ecosystem and enormous economic potential, etc.). Last but not least, after having analyzed established and emerging space programs in the region, it provides concrete recommendations for any regional or extra-regional developing nation eager to gain a foothold in space. As such, this book offers a valuable resource for researchers and engineers in the field of space technology, as well as for space agencies and government policymakers.

As civil space policies and programs have evolved, the geopolitical environment has changed dramatically. Although the U.S. space program was originally driven in large part by competition with the Soviet Union, the nation now finds itself in a post-Cold War world in which many nations have established, or are aspiring to develop, independent space capabilities. Furthermore discoveries from developments in the first 50 years of the space age have led to an explosion of scientific and engineering knowledge and practical applications of space technology. The private sector has also been developing, fielding, and expanding the commercial use of space-based technology and systems. Recognizing the new national and international context for space activities, America's Future in Space is meant to advise the nation on key goals and critical issues in 21st century U.S. civil space policy.
