English summary: Patrick Roger Schnabel examines the dialogue currently being conducted by the European Union with churches and religious and philosophical communities on the basis of Article 17 TFEU III. He considers it in relation to the definition of the relationship between state and society and analyzes its specific justification in relation to the dialogue with civil society as regulated in Article 11 TEU II. In doing so, he proves that both dialogues must be seen in the context of efforts to create more 'participatory democracy', which the Union hopes will improve the quality of its legislation and increase its level of acceptance. Er ordnet ihn in die Verhaltnisbestimmung von Staat und Gesellschaft ein und untersucht seine spezifische Begrundung in Abgrenzung zu dem in Art. 11 II EUV geregelten Dialog mit der Zivilgesellschaft. Dabei weist er nach, dass beide Dialoge im Zusammenhang von Bemuhungen um mehr 'partizipative Demokratie' zu verstehen sind, von der sich die Union eine Verbesserung ihrer Gesetzgebungsqualitat und eine Erhohung ihrer Akzeptanz verspricht. Der Autor wurdigt, dass die Union mit der Normierung eines eigenstandigen Dialogs das religiose Selbstverstandnis angemessen berucksichtigt und - bei gleichzeitiger Nicht-Beeintrachtigung des mitgliedstaatlichen Religionsrechts - einen aktiven Zugang zu diesen Gemeinschaften sucht. Die Norm steht damit beispielhaft fur die Offnung der Union von einer Wirtschaftsgemeinschaft zu einem politischen Gemeinwesen.
