Substance use and homelessness are often associated. This population struggles from barriers such as increased HIV risks, trauma, mental illness, lack of treatment, and lack of health insurance. This project was designed to evaluate and revise substance use best practices within the Navigation Center, a rapid Housing First transitional shelter in San Francisco, CA. Harm reduction is widely utilized within the Housing First model. Harm reduction uses multiple practical interventions as an approach to reduce the negative consequences linked to substance use. A thorough investigation of harm reduction best practices and programs was completed. Qualitative research methods such as a focus group, five key informant interviews, and weekly piloted onsite groups guided the harm reduction best practices identified. The research concluded that combating homelessness with harm reduction is an alternative approach for individuals that cannot maintain abstinence. Harm reduction philosophies lay the groundwork for an individual to achieve their full potential over time.

Harm reduction programs accept the reality of drug use while attempting to reduce its harmful consequences to individuals and society. This term, coined about 15 years ago in the U.K., has become a policy paradigm increasingly explored throughout most of the industrialized world. An example of a harm reduction program is the widely accepted substitution of methadone for the more "harmful" heroin. Programs that divert drug-involved offenders into treatment are another example of the operationalization of harm reduction policies. In these 10 original chapters, international contributors discuss the philosophical basis and history of harm reduction policies and examine their outcome. They also cover controversial topics related to harm reduction, especially conflicts between the public health system where most programs are located, and a worldwide criminal justice system that further marginalizes drug users. Included in this book are descriptions of programs in the United States, the United Kingdom, Canada, Brazil, the Netherlands, Switzerland, and Australia. The editors provide the context with a substantive introductory chapter focusing on the nature of harm reduction. The first part contains five chapters presenting the American perspectives on harm reduction; Part II includes five chapters presenting international perspectives from countries with particularly innovative harm reduction programs and policies.

Harm Reduction is a philosophy of public health intended as a progressive alternative to the prohibition of certain potentially dangerous lifestyle choices. Recognising that certain people always have and always will engage in behaviours which carry risks, the aim of harm reduction is to mitigate the potential dangers and health risks associated with those behaviours. Harm Reduction in Substance Use and High-Risk Behaviour offers a comprehensive exploration of the policy, practice and evidence base of harm reduction. Starting with a history of harm reduction, the book addresses key ethical and legal issues central to the debates and developments in the field. It discusses the full range of psychoactive substances, behaviours and communities with chapters on injecting, dance drugs, stimulant use, tobacco harm reduction, alcohol use and sex work. Written by an international team of contributors, this text provides an essential panorama of harm reduction in the 21st century for educators and researchers in addiction and public health, postgraduate students and policy makers.

Harm reduction approaches are effective, patient-driven alternatives to abstinence-based treatment for people who are not ready, willing, or able to stop using substances. This volume outlines the scientific basis and historical development of these approaches, and reviews why abstinence-based approaches often do not work. The authors then share their expertise about harm reduction treatment (HaRT), an empirically based approach co-developed with community members impacted by substance-related harm – a first of its kind. The reader learns in detail about the pragmatic mindset and compassionate heartset of HaRT and the three treatment components: measurement and tracking of patient-preferred substance-related metrics, harm-reduction goal setting and achievement, and discussion of safer-use strategies. This volume walks practitioners through all components, provides example scripts for use in daily practice, and illustrates the work through case studies and input from community members. Handouts are available for use in daily practice. This is essential reading for clinical psychologists, psychotherapists, and researchers who encounter people who have substance-use problems.

Reliability is one of the most important attributes for the products and processes of any company or organization. This important work provides a powerful framework of domain-independent reliability improvement and risk reducing methods which can greatly lower risk in any area of human activity. It reviews existing methods for risk reduction that can be classified as domain-independent and introduces the following new domain-independent reliability improvement and risk reduction methods: Separation Stochastic separation Introducing deliberate weaknesses Segmentation Self-reinforcement Inversion Reducing the rate of accumulation of damage Permutation Substitution Limiting the space and time exposure Comparative reliability models The domain-independent methods for reliability improvement and risk reduction do not depend on the availability of past failure data, domain-specific expertise or knowledge of the failure mechanisms underlying the failure modes. Through numerous examples and case studies, this invaluable guide shows that many of the new domain-independent methods improve reliability at no extra cost or at a low cost. Using the proven methods in this book, any company and organisation can greatly enhance the reliability of its products and operations.
