This book provides an analysis of the evolution of navigation and seaborne trade in the Black Sea, considering the geographic, geological, and hydro-meteorological data, including information from the historical, geopolitical, economic, social, and military frames. In ancient times the Black Sea was at the edge of the known world, and together with its coasts it preserves traces of the Greek, Roman, and Byzantine civilizations. Many of the ancient ports were important and essential towns, which remains the case in modern times. The complex geographical conditions that have historically influenced, and continue to influence the development of maritime trade and transport in the Black Sea, have not been thoroughly researched or optimized for these activities. The book is divided into ten chapters. Chapter I describes the physical – geographical conditions of the Black Sea’s basin, and the geological evolution of its recent history, with application to the hypothesis of Noah's flood. Chapter 2 presents a short history of the research conducted on the Black Sea upto present day. Chapter 3 summarizes the specific characteristics of the Black Sea’s morphohydrography and morphodynamics. Chapter 4 contains the conclusions regarding the influence of coastal relief on the navigation and seaborne trade on the Black Sea. Chapter 5 analyzes the Black Sea basin’s meteo-climatic regime. Chapter 6 contains the conclusions of the influence of weather and climate factors on the navigation and seaborne trade on the Black Sea. Chapter 7 describes the specific hydrological factors of the Black Sea. Chapter 8 contains the conclusions regarding the influence of the hydrological factors for the navigation and seaborne trade on the Black Sea. Chapter 9 presents the Black Sea’s specific hydrobiological elements specific, as a „unicum hydrobiologicum”, and the main features of the Black Sea’s ecology. Chapter 10 is concentrated on the historical, social, political, economic, and geopolitical framework of the Black Sea basin influencing navigation and maritime transportation, from ancient times to the present. The book is written from the perspective of a Romanian Navy officer, with more than 40 years’ experience in the Romanian Navy

This work presents a new perspective on the role of States as reciprocal trustees for the Oceans Public Trust. The concept of the oceans and navigable waters as held in public trust is examined from its origins in the 17th century North Sea fisheries controversy with particular regard to the arguments by Selden and Grotius pertaining to State jurisdiction over oceans and marginal sea areas. Those arguments manifest an underlying common principle of navigational freedom reflected in the parallel public trust development of public rights to fishing and navigation as protected and preserved within the Royal Prerogative jus publicum. The significance for the modern context is that the 1958 Geneva Conventions on the Law of the Sea, the 1982 United Nations Convention on the Law of the Sea and a myriad of other conventions now evidence an unstated but patent public trust in the communal responsibility of States within both the conventional and customary regime of the high seas, as well as in regimes for territorial seas and marginal sea areas as shared with extended coastal State jurisdictions. This book is intended to serve as a reference work for this somewhat arcane source of the Oceans Public Trust, and should prove a useful research source for those who study law of the sea.

Today western nations consume annually only a small percentage of their resources from the sea, despite the proclamation of Exclusive Economic Zones (EEZ) by many. In contrast, most Pacific Basin Countries obtain more than a quarter of their annual needs from the ocean. Determination of greater rewards from the development of marine resources is markedly inhibited by the limited technical abilities available to locate and assess them. Knowledge of Exclusive Economic Zone resources is schematic and generalised, and a detailed understanding of the geology and processes relating to the economic use of the seafloor is both fragmentary and very basic. Technology for mapping the mineral resources of continental shelves and ocean areas, except in active offshore hydrocarbon provinces, has been largely developed in pursuit of scientific objectives and competence to rapidly appraise economic potential is limited. Similarly, the capability to characterise and evaluate the other resources of the seas is rudimentary. The development of ocean resources will become increasingly urgent as the growth of the world population and the depletion of land reserves combine to enhance demand. Also, increasing environmental constraints will limit the availability of traditional land-based resources; nevertheless, new offshore development must proceed in a manner whereby the marine environment is not plundered but protected and conserved. The challenge to develop ocean resources with responsible environmental stewardship will require greater leadership than the development of the technologies of exploitation.
