Esta quinta edición, sustancialmente reformada, ampliada y actualizada, estudia el derecho de negociación colectiva de los sindicatos de empleados públicos y su relación con el vínculo laboral legal y reglamentario del empleo público. La concurrencia y compatibilidad armónica, así: de la bilateralidad por la negociación colectiva previa en la determinación de las condiciones de empleo mediante acuerdo colectivo, y la unilateralidad formal de las autoridades para fijar las condiciones de empleo por competencia constitucional, mediante el cumplimiento del acuerdo colectivo por ley o actos administrativos. Es la confluencia del derecho del trabajo, de su bilateralidad, de la negociación colectiva, con el derecho administrativo, de su unilateralidad, de la imposición. Redefinición de viejos estereotipos, una nueva modalidad laboral, especial y atípica, de encuentro y de diseño, que mezcla conceptos tradicionalmente opuestos. El viejo criterio de la imposición, vigente desde 1886, debe convivir con la nueva norma constitucional de 1991 sobre negociación colectiva. Es el tránsito de la imposición a la negociación. En el suplemento se incluyen: el primer pliego sindical nacional en aplicación del Convenio 151, presentado al Gobierno Nacional por las confederaciones y federaciones sindicales de empleados públicos; el primer acuerdo colectivo nacional, histórico, resultante de la negociación colectiva, suscrito en la Casa de Nariño el 16 de mayo de 2013; los acuerdos sindicales celebrados con Procuraduría, Fiscalía, Contraloría y Defensoría, entre otros, así como el nuevo Decreto 160 del 5 de febrero de 2014.

Exploring recent changes in employment practices in seven industrialized countries (Australia, Britain, Germany, Italy, Japan, Sweden, and the United States) and in two essential industries (automobile and telecommunications), Harry C. Katz and Owen Darbishire find that traditional national systems of employment are being challenged by four cross-national patterns. The patterns, which are becoming ever more prevalent, can be categorized as low-wage, human resource management, Japanese-oriented, and joint team-based strategies. The authors go on to show that these changing employment patterns are closely related to the decline of unions and growing income inequality. Drawing upon plant-level evidence on emerging employment practices, they provide a comprehensive analysis of changes in employment systems and labor-management relations. They conclude that while the variation in employment patterns is increasing within countries, evidence suggests that there is much commonality across countries in the nature of that variation and also similarity in the processes through which variation is appearing. Hence the term "converging divergences."
