Ghana maintains strong constitutional advocacy for the equal rights of all its citizens, irrespective of gender or sociocultural orientation. Nonetheless, women in selected communities in Tamale, located in the Northern Region of Ghana, face various forms of discrimination that have proven to be strong barriers to their upward social mobility. This study builds on previous research studies, such as one conducted by UNICEF (2010), that suggest many young women in Africa engage in domestic work at the expense of their education. The scope of this paper includes an exploration of how women in the selected communities negotiate gender and educational equality and the resulting consequences on their personal lives. It also looks at how the women in this area navigate various challenges at home, in school, and in their communities, as well as the roles their parents and community leaders play in this journey. The purpose of this study is to learn from women's experiences and identify mechanisms that may be used to address impediments to gender equality at the intersection of women's education, empowerment, and economic development. Through focus-group discussions, one-on-one interviews, and participant-observation, findings suggest that women are not only resourceful and self-reliant, but they are equally desirous to improve their life skills and livelihood given the right opportunity. The study recommends concerted efforts from both government and nongovernmental organizations directed at eliminating the challenges/barriers to empowering women in the communities identified.

The fact that women have achieved higher levels of political inclusion within low- and middle-income countries has generated much speculation about whether this is reaping broader benefits in tackling gender-based inequalities. This book uncovers the multiple political dynamics that influence governments to adopt and implement gender equity policies, pushing the debate beyond simply the role of women’s inclusion in influencing policy. Bringing the politics of development into discussion with feminist literature on women's empowerment, the book proposes the new concept of ‘power domains’ as a way to capture how inter-elite bargaining, coalitional politics, and social movement activism combine to shape policies that promote gender equity. In particular, the book investigates the conditions under which countries in sub-Saharan Africa and South Asia have adopted legislation against domestic violence, which remains widespread in many developing countries. The book demonstrates that women’s presence in formal politics and policy spaces does not fully explain the pace in adopting and implementing domestic violence law. Underlying drivers of change within broader domains of power also include the role of clientelistic politics and informal processes of bargaining, coalition-building, and persuasion; the discursive framing of gender-equitable ideas; and how transnational norms influence women’s political inclusion and gender-inclusive policy outcomes. The comparative approach across Uganda, Rwanda, South Africa, Ghana, India, and Bangladesh demonstrates how advancing gender equality varies by political context and according to the interests surrounding a particular issue. Negotiating Gender Equity in the Global South will be of interest to students and scholars of gender and development, as well as to activists within governments, political parties, nongovernmental organizations, women’s movements, and donor agencies, at national and international levels, who are looking to develop effective strategies for advancing gender equality.

On Norms and Agency explores some of the power dynamics of gender relations within the household and communities in different contexts. These processes are analyzed from the perspectives of groups of men and women and boys and girls who participated in focus groups in 97 communities around the world. From gender differences and inequalities to intra-household decision making, more than 4,000 women and men in 500-plus single-sex focus groups reflected on how social norms that define what it means to be and act as a woman or a man affect their life outcomes and their access to opportunities. The analysis reveals not only how little gender norms have changed and how similar they are across countries, but also how change in norms and in individual empowerment and capacity to act and decide takes place. Change takes place at private as well as community and society levels -- and adjustments within one of these realms shape the pace and direction of change in the other. The process of gender-norm change appears to be uneven and challenging. The easy coexistence of new and old norms means that households in the same community can vary markedly in how much agency women can exercise; women feel less empowered when opinions and values of families and communities stay within traditional norms. This book seeks to understand the pathways toward greater gender equality by looking at the deepest constraints present for women and men alike. Unlike men, women are less dependent on the economic conditions of their environment. Men's power and agency are tightly intertwined with their identity and capacity as breadwinners. The main pathways for women to gain agency are education, employment, and decreased risk of domestic violence. A safer space encourages women to negotiate for more participation and equality in household discussions and decisions. Women's ability to contribute to family finances and to control (even partially) major or minor assets helps them gain more voice at home and in public spheres. Women's aspirations and empowerment to break gender barriers can be observed almost everywhere, even when economies are stagnant. These evident aspirations are partly due to women's perceptions of having more power and freedom in their lives and a greater ability to make decisions. Yet many women around the world, the study shows, still face norms and practices that limit them.
